iou subsidy for the last halt year was
due, the Norgaay Government bad
overdrawn its account in the Mer-
chants'Bank $31.5,000 and there is not
a cent of subsidy now left. The late
Ministers drew all their own ealaries
and paid all the civil aaervante up to
February let. Not single entry has
been made in the treasury cash . book
for over a year and no entry in the
general account ledger since last Juno.
Fir three years the Norquay Govern-
ment has been making false statements
the fin neia1 vondjtion.of-the .Pro,_
vince to the Legislature. The float-
ing debt of the Province is over
hall a million and fresh liabili-
ties are cropping up hourly. Not
only have the ordinary funds dis-
appeared but all the trust funds also
the vouchers for expenditure are all
mixed in such a way as will involve
great labor before they can be

cial affairsof the Province.
PREMIER OREEFWAY TO 11I8 CON-
STITUENTS.
Premier Greenway has issued an
address to his constituents in Moun-
tain, where heseeks re-election, in
which the policy of his Government
is outlined. He declares the finances
of the Province are in a deplorable
*ondition and the public moneys
have been squandered in a reckless
maner'by the late Government. The
treasury is practically empty and an
immediate investigation will be made
in this department. Measures will be
taken to provide that $256,000 of Pro-
vincial bonds illegally handed over to
the Hudson Bay railway contractor
will not be lost to the Province. k
new system of keeping the public ac-
counts will be inaugurated, and the
most rigid economy will be practieed.
Every constitutional means to hasten
the completion of the Red River Val-
ley railroad will be used and early
connection made with the west of the
Province by a new road south of the
Assinniboine River. He advocates
a vigorous immigration policy and
says an immediate redistribution
of seats in the Legislature will be
made and a bill introduced providing
for manhood suffrage.
Mr Greenway has not yet decided
whether he will ask for a dissolution
or not. If the new ministers are op-
posed, as they will be, in all probab-
ility a general election will be resort-
ed to. - The Conservatives are organ-
izing in different constituencies. A
=ember of the new . government, in
conversation with a correspondent
said that the public might look for
some developments in connection with
the administration of affairs of the late
government which would startle the
country. The government were hav-
ing a statement ofaffairsprepared, so
that they would know exactly where
they were. As to the dissolution,
a_.short___delay .might.c.ccur. in_..order"
that it may be learned just where
they. were, and what acts the govern-
ment were guilty of. •Mr Norquay
