• . The result, therefore', of the Gov-
ernmeut's administratien of the tim-
ber resources of the "Disputed Ter-
ritory" is this :—Four twenty-one
year leases have been granted, th-roa
of them by the `Mackenzie •Govern.-
nieu.t, and on", for a smell area to
complete th,tt authorized by Alr.
1.1ackel1zie; by that of. Sir Jolla
Macdonald. The holders of these
leases .uo the only persons DOW
witting timber ie. the "disputed
territory" under authority of the
Government of Canada.. The pre-
sent Government issued in all
twenty-two yearly licnnses, but only
one of the licensees has ever cut
timber iieder the authority of those
licenses.; they have all lairbed and
the Obverntnent has reftised to re-
new them. Six -of those for whom
orders -in -council ‘vere passed, but
who never obtained licenses, paid
by way bonus for the limits they
yore applying for,.. ail aggregate
stun of $4137.50.
Some permits tv-nto granted; and
it is proper torefer to them: In
all sixty-four of these permits, wore
granted, fifty-seven of' them . before
the decision of the judicial commit-
tee of the Privy council, and seven
subsequent to th;t1 date. These
seven were for cuttifig cordwood
eXclusively, and ,they were all is-
sued on 1st Decembet, 1884. They
have long since lapsed and have
,not . been renewed, and the aggro.
thus. collected wider.. them,.
a indented only to $103.00: 01'
those issued before the decision of'
the Privy council, thirty-four were
fur cordwood, and the balance for
timber, ties, telegraph poles, fence
rails, 043., connected with the oon-
struction of the Canadian Pecilic
railway. No permit has been omitt-
ed siuce December, 1884, and none
'has been. ill. eXiStellCel since
1885.
There. nnuains but tlia reference
to the price obtained for timber
limits.' Air. Ross, in his statement
quoted above, says the government
of Canada soldthese limits at $5 .a
square mile, while the government
of Ontario obtained $400 a mile
for limits in the northern part of
the province. This.. is an utterly
statement. The policy
of the Oltario government is to
give limits atan annual rental of
$2 a square Mile, and to Charge
Suventy•tive ceuts a thousand. feet
board measure, and one cent and. a
hall' a ebit foot on square titu.ber
dues, The policy uf the Domin-
ion Government is to charge 5 a
.square annual refital, and five
per cent upon tho selling value of
the lumber at the 'mill, which, on
first class • timber at, any rate, 'is
much more than the.dre_s_chitrired.

$400 is the bones, 00(1 itinay1)11

paid to the government fur a 'timber

the Maekenzie government, fixed
the value of timber limits in .the

put the beaus at 81.5 0 square mile,
