FRIDAY. SEPTEMBER 28:1906
The Conferenceof Premiers.
. The conference between representa-
tives of the provinces and the Federal
Government, which will convene in
Ottawa on Oct. 8, will be the most im-
portant that has ever been
held in Canada, and it is not at all Im-
probable that as an outcome anierid-
setents to the British North America
act will be sought. The provincial rep-
resentatives, it is said, will be sounded
as to how they would regard the pro-
positiontto surrender power subi-
glize
railways and the interest which
they have. in the sea -coast andinland
fi,heries. With respect to thaforwer,
the granting of subventions to rail-
ways has greatly impoverished most
of the provinces, and has led to the
creation of divided jurisdiction. Many
of the important • provincial railwaye
connect with lines of national sharac-
ter, and it seems only common sense
to suggest that if they were under fed-
eral authority an unnecessary duplica-
tion of work would be av.oiden, and
the provinces seved fienn large expini-
diture of ineney. The system winch
now prevails is tar from eatisfactory.

aid from municipalities, „and -they use

the province. Tani they .'grr-ttr' the

the bonuses already granted as a reas

Way enterpriee. ••• There .4s segrowing
feeling against the granting of any
railway subsidies at all, but if the
people's money is to 'ie used for this
purpose, it is argued that it is hatter
it should be done through central auth-
ority, removed from iecal infliiences
and prejudices. And with the control
of such works vested in one body,
greater efficiency, closer supervision
and uniformity of adininistration
would be secured. The same thing
might be said of the fisheries, At
present there is divided jurndiction
and considerable ambiguity as. tie the
respective powers f the Dominion
and the provinces. The result is eon,
:fusion, uncertainty, and often friction,
All this might be prevented by an un-
derstanding under which centre'
