Compulsory Toting RIFLE TOVIINAMENT
There are some well-meaning phil-
osophers who, believe in compulsory ;
voting, and they are entitled to all I
respect for their good intentions. But
the proposal is such as might be ex-
pected to come, not from the philoso-
pher, but from the politician. Its
tendency is to exalt- the party and to
weaken independence. At present the
average Omen has very little to say
in the selection of candidates. They
are chosen by ,conventions of a hund•
red or two hundred active politicians ;
sometimes eyeg these conventions do
no more than register the selection
ina,de by two or three persons within
inner circle. If an independeut
eandditeegeg_triimti ed he must ac-
cept the risk of laitighis-depottit,---un-
less he polls a certain proportion of thti.,
vote, .
consequently compulsory voting.
means not only compulsion to vote,
but compulsion•to vote for the regular
arty nominee, or else to cast a blank
allot. At presenp the nominating
conventions are in ectne feaai of the in-
dependent elector, knowing that if
they put up a candidate who is ohjec.
tionable or useless the independent
voter may show hie disapproval by
.staying home, Under the proposed
law this fear would be lessened. The
innependent voter loseshis right • to
iissert his independence. The indiffer-
ent voter itecompelled to net as . if he
were not indifferent, Whether the
mediae tee are good or bed there will
always be a, full- vote, brought out
without env expense to the party
organizations. Some blank bellots•
may be cast,: but they will have little
value as marks of independence. or in-
difference, bedituse there will be noth-
ing to show what has caesed the voter
to be dissatisfied. • -
The natural and legitimate conise
for a man who is indifferent, or doubt-
ful'. or dissatisfied is to stay at home
And refuse to vote. It is for the candi-
dates and the patty organizations to
-find out why he does this, and to en-
deavor to remove his dissatistaction or
arouse his interest. They eave no
more business to,fence him to the polls
than a dull preacher has to compel
people to attend his church. •

'ITEMS OF INTEREST''
Speaking of the celebration of Vic-
toria Day, La Patric of Montreal ee-
dared the BO tishEin pire on the Nvh ole
crtre-the-heet-adtateristeteed . .and
freest in the 1Tniverse. "As _for Cana-
dians,' it adds, "we are so happy that.
we haye every reason in the worli to
rejoice in out actual situation." And
this opinion from Mr. Tarte's Neer is
representative of a sentiment that. is
echoed by thousands of,French Cana-
dians. The better lettered they ale,
the more staunth adherent. They are
pf the democratic perfection f the
British ideals of administration. The
dream of a little France on the hanks
of the St. Lawrence will grow dimmer
and dimmer before the advance . of
such admirable logic, whilst the. div is -
ion of nationality, if there is one, will
be automatically removed fromthreat-
ening to disintegrate the Dominion. •
The Methodists of the London dis-
trict have protested against Whitney's
temperance legislation, especially
"against the unjust and unwarranted
attack upon the local option law,"
"practically desti•oying the only weap-
on lelt in the aands of the temperance
peopl with which to fight the liquor
traffic." The temperance people
should have thought of these things
before they voted for Whitney. But
some of them were too anxious to
"punish'' Ross to see where they were
driving.- Hamilton Times.
