But the proposal is such as might be ex- pected to come, not from the philoso- pher, but from the politician. Its tendency is to exalt- the party and to weaken independence. At present the average Omen has very little to say in the selection of candidates. They are chosen by ,conventions of a hund• red or two hundred active politicians ; sometimes eyeg these conventions do no more than register the selection ina,de by two or three persons within inner circle.
