induced capitalists to back him in his
• visionary canal scheme, butit is hardiy
likely it will ever he seriouSly. under-

over most of Ontario, the story of his
• "city" on Lake Huron having been
published broadcast, and, according to
• its founder, With but scant just:ire to
himself. He has always lots of money
and a wallet full of prospectuses. Also
he has the names ot prominent capital-
ists behind his projects, and though St.•
Joseph, for all its palatial hotel, has
attained as yet but little dignity be-
yond that of a fishing village. he is
-
confident as ever in predicting its glor-
• ious tirture.
St. Joseph is a little place on Lake
Huron, south •of Uoderich, and near
Grand Bend. The government has
built a wharf there, and there have
been reports again And again chat. it
was all washed away. It was begun
• in 1902, as the result of an agitation
started in 1900, and work on it is still
going on. Mr Cantine claims that the
."abominable quntruths" of "shallow-
''Slil"'"--rninded newspapers," and speeches of
- Messrs.. Armstrong (Lambton), Mc-
Ewen (Huron), and other gentlemen in
the House of Commons, have been res-
ponsible for the many delays. He says
that St. Joseph is not ,naturally unfit
for a wharf, as some have declared,
and that the only washing away took
place some years ago, when three
cribs, improperly plaeed, were washed
ashore.
When Mr Contine lays pla,ns,he does
not confine thein within narrow limits.
"I have succeeded in financing thy
canal scheme," he said this morning.
"Where is the canal to be ?" asked
.the reporter.
"From St. Joseph to a point on Lake
Erie."
"What point will that be ?"
"A point near Port Stanley."
"And the length?"
"About forty-nine miles,"
"That would cost quite a sum ?"
"About thirty-five million dollars."
The newspaper man whistled.
Mr, Contine was willing to convince
him, and took from his wallet a docu-
ment signed by a number of capital-
ists, reciting that, whereas Mr. ()on-
line is endeavoringto secure a charter
. or this canal project, they subscribe,

Premier Whitney's ideanin the mat

F'rovince are most peouliar, judged by
the case of the Upper Hotel in the
little hamlet of Allanburg, in Thyroid
township, Welland eounty. Allan -
burg had. been without a liquor license
for two or three decades. Many and
persistent efforts had been made in
past yeats to obtain a license for the
Upper Hotel, but the license commis-,
-sioneraappoiatea by the late Liberal
Government did not consider that an
additional license in Thorold township
wite either desirable or necessary.
Now, through the good •offices of
Evan, E. Fraser, P. P. for Weiland,
the coveted license has at length been
Obtained, and it is stated, that Reuben
Upper, holder of the license, is a rela-
tive of Mr. Fraser, al, P. P. The Up-
pers, too, Wave at times dabbled in
Politics. The present commissioners
adopted a soinewlaitt. adroit p an to
work in this. liceiase for Mr. Fraser's
friend,

unworkable scheme, and I feel quite
satisfied that public men who now
favor it es a plan by which their labors
will be made easy, will not be lorg in
finding out that. it 'is not what they
want at all. Take your own case -
why should you be compelled to vote
for either one of two men in an, elec-
tion contest when ycio have a supreme
distrust of both • of them ? Why
ehould you, if you refraio from Ooting

port ? Forced to go to thepolis un-
willingly, men will spoil their ballots,.

Many are aware that thousands of
citizens in Torento would ask nothing
tater than to be left off the lists and
pestered no more with election cards,
canvassers, and political callers. It
should not be se, but so it is. It might
be just and right to have ceappulsory
voting if each elector were free to go,
to the polls and markhis ballot for
whatever man he deerned'rnost suit-
able for election, but, considering the
methods by which nominations are
made, it is absurd to attempt to corn-
pel people to go to the polls when thev.

sible for all the people in a 'constitu-
ency to attend and- have a voice in
making nteninations. Those who do
attend are but clay in the hands of the
petters, yet at present, those 'wile do
the manipulating are cotnpelleil to re-
member that they must, in the inter-
ests of their party, put up acandidate
who will attract electors to • the polls.

It appears that this statement by
Mr. Gilbert is under the mark. Our
poultry.men do not simply enough, for
the home market. The: truth of this
was verified within the past two Weeks
by the importation from Chicago of a
large consignnient of "spring clueicenS"
for the city demand,. Loeal .breeders
should not Only be ready to fill all
-home orders, but . to supply a great
part Of the British trade as well.

mustard is three or four inches high,

The expense of spraying need riot

to twenty or thirty bushels. No ham
