lately. His' report is Much WO vol.,

therefore give some extracts which
i
will be of nterest to the rate•payers
generally. After entuneltating the
various complaints by the •petitioners
he jaoceeds to deal with them in
order. He is very severe upen the
form of statements printed and
gliows how thoser for 1901 and 1005
might here been nrepared by giving
new statements for those two years.
As to the higher taxation in 1005
over 1004 Mr. Hudson very clearly
puts his explanation as follows
• "The jump in the Township rate
for 1905 meant npon the assessment of
$1,471,505, an additional income of
over 123(X) and was clue the ratepayers
e eaai eerily smelt an addition was
mated as also what became of it. In
brief it may be said that 1905 was en-
tered upon with a awls deficit of $1217.-

for the year in 0%4%s of the township
levy $1040 due mainly. to Maitland
Rills and Cement Bridge expenditures
which however might have been pro-
vided for by debentures be by an in-
creased rate for 1004 so that the above
deficit had not occuered. aVhile 1905
started with a deficit from 1901 of $1217
closing with a surplus of MC or a gain
over year's expenses by $2157 but 1905
had the advantage of an extra levy of
17c on each $100 assessed, or an income
increased by 020000f -which the current
expenses took (inlet $343, the xemain-
der being used to change a defigit into
surplus $2157." -
After devoting considerable seiwe to

hardly be in accordance 'mite the BM'
tual treed of values. It seems a mat-
ter of common knowledge that the
gosnleinettlesof the township are under -
assessed by 25 per cent at least. There
is no adventage in this. The ceedit of
the township suffers, while the rate is
made to appear unduly high. The As-
sessor is bound by the Act to bash vale
uee ot all properties, and penalties are
attaebed for nereadherence. Each
ratepayer undeteasseesecl imposes an
extra burden on his fellows, while the
lower the assessment the less apparent
are the differencee between them. So

taxing imprevement prevails, thelaw
requiring it must be conscientiously
carried out. Upon the request of this
