At a meeting of Conservatives in Win-
nipeg it was decided to present an .ad*
dress to Sir John Macdonald on the occa-
sion of the 40th anniversary of his entry
into public life.
A free people should be an educated
people, or there is danger in universal
suffrage not working at all satisfactorily.
The school population of the United States
by the last census is 16,300,000, with.
9,780,000, :enrolled in the public schools,
and 567,000in private schools. The daily
average attendance is given as 6,804,993,
Five million school children not attend-
ing school for a single day in the year is
not a bright outlook for the intelligence
of the future electorate.
The British government seems to be
bent on making the House of Lords a
counterpart of the Canadian Senate. A.
dispatch from London says Childers,
Chancellor of the exchecquer,will be ele,
vated to the peerage because his health is
too pog> to allow of his performingthe
duties of his office. In Britain as in Can-
ada, the idea seems to be that the upper
house is a good place for worn-out politi-
cians torecuperate their strength or end
their days in peace,
It must become wearisome to intelligent
members of the Conservative party to read
the lies of the Tory organa, day after day,
month after month, year after year. Some-
times they mustask themselves if it --can- be -
necessary, in the. interests of any party, to
give the truth so wide a berh, as the Tory
