DAVIS, Clinton. 0 Y 1Fl, PERSONAL AND POLITICAL. • At a meeting of Conservatives in Win- nipeg it was decided to present an .ad* dress to Sir John Macdonald on the occa- sion of the 40th anniversary of his entry into public life. A free people should be an educated people, or there is danger in universal suffrage not working at all satisfactorily. The school population of the United States by the last census is 16,300,000, with. 9,780,000, :enrolled in the public schools, and 567,000in private schools. The daily average attendance is given as 6,804,993, Five million school children not attend- ing school for a single day in the year is not a bright outlook for the intelligence of the future electorate. The British government seems to be bent on making the House of Lords a counterpart of the Canadian Senate. A. dispatch from London says Childers, Chancellor of the exchecquer, will be ele, vated to the peerage because his health is too pog> to allow of his performingthe duties of his office. In Britain as in Can- ada, the idea seems to be that the upper house is a good place for worn-out politi- cians torecuperate their strength or end their days in peace, It must become wearisome to intelligent members of the Conservative party to read the lies of the Tory organa, day after day, month after month, year after year. Some- times they mustask themselves if it --can- be - necessary, in the. interests of any party, to give the truth so wide a berh, as the Tory organs, uniformly give it.;AI(d' if they admit .that the tory policy, being conceived in fraud,. ono,onlyJ89 8upportettAy..:palsi;iteat .lying.. t ey must sometimes be ashamed of the. clumsy manner in which the work is done by those abandoned men whose self-imposed mis- sion it is to deceive their fellow -countrymen. —.Hamilton Times. An Ottawa paper says : — Since the departure of Sir John Macdonald to Eng- land, every question 'of the slightest im- portance has to stand still until he re- turns. As a result the departments of the public service are in a demoralized state. No appointments can be made without the Premier. In" his absence lie Flnanoe sinister said to a couple of delegations the other day that no settle ment of the questions could be arrived at. Tories, with Sir John Macdonald at their heal, profess' to be anxious for the maintenance' of 'British' connection, but if Sir John. Macdonald succeeds in annexing Jamaica to Canada, without the consent of the Canadian 'people he. *ill precipitate a discussion of: the ques- tion whether the disadvantages of connec- tion with Jamaica do not outweigh the .:ad- vantages of connection with Great Britain.
