The December session of the Hur- on County Council opened in the council chamber, Goderich, on Tues day afternoon of last week at 3 o'clock. Iii his opening remarks Warden Irwin.. who presided regretted that it was not his privilege to welcome all the councillors. The hand of death had taken from them one of the most valued members of the council in the person of Reeve Wm. Bawden, of Exeter; one whose long experience. in municipal affairs had made him a very useful mem- ber of the counpil. Mr. Hainstock, of Howick, the Warden stated, was still unwell, and little improvement was noted in his condition when he visited him recently.., It was not expected that any business of very great importance would come up for consideration at this meeting. The sanitarium committee had no report ready, but he understood a proposition was to be laid before the council during this session. At the meeting in June last a bno- tion was carried that the council hold its December session in Ex- eter, but owing to the tdeath of Reelve 'Bawden.. of that town, and after a communication 'with the councillors from the southern part of the county it was decided to call the meeting to be held in Goderich. On motion of Councillors Geiger and Govenlock the action of the Warden in calling the meeting for Goderich was affirmed. On motion of Councillors Wat- son and Gillespie a message of sym- pathy and condolence will be for- warded to Mrs. Bawden and fatally. A letter was read, committing Alex McLeod, by Police Magistrate Butler, to the care of theChildrens Aid Society. .It was referred to the executive committee. A, (memorial from the •county of Carleton, asking the Legislature to make certain changes in the Public School Act, was read. It was re- quested that Huron county co-oper ate. This was referred to the ed- ucation committee. A letter from the Tax Reform Lea .gue was sent to the special com- mittee. V. M. Roberts, civil engineer, sent a lettee referring to the approach- es to Graham's bridge on the Lake Shore road in the township of Ash- field, and pointed out that the Ontario West Shot a Railway is not liable for these approaches. Mr. Reid, reeve .8f Goderich sub- mitted a statement showing how the grant of $100 to Miss Haynes had been expended. Itwas eonsid ered satisfactory and ordered to be filed. The report of Gaoler Griffin was read. It showed the present num- ber of prisoners to be five. Moved by Messrs. Leckie and Munro that further consideration of the question 'of establishing a tuberculosis sanitarium in the county be laid over till the Janus ry session of the councihowing to the fact that the committee appoint ed to look into the matter' of la site has no further report to Make at this meeting. This was carried. On motion of Messrs. McFadzean and Gillespie the name of Mr. Tay- lor, reeve of Exeter, Was placed on all committees in the place of the namle of the late Wm. Bafwden. It was 'moved by Messrs. Glenn and Sturdy that the amount of $10 paid by the township of Stanley in 1908 for building a temporary bridge over the Bayfield River, on the boundary of Stanley and Goderich townships, be refunded to the town ship of Stanley. Reeve Stothers'mid Clerk Lane. who were delegates to the Ontario Municipal Association_made .an oral oral report of the Work of the as- sociation. It was moved by Messrs. Geiger and Reid that a grarit of $4.50 per ,week be made ,for the maintenance of Miss Baynes in the Goderich hoc pital, this grant to be. continued so long as she remains in the hospital It was moved in amendment . by. Messrs. Kernighan and Hunter that the Bung of $100 be granted to Miss Baynes for Maintenance in.the Goderich hospital, to be paid at the rate sef $4.50 per week. Both Mot ion and amendment Were.sent to the executive .committee, It was moved by Dr. Smith, sec- onded by Mr. Munroeethat as no ac- tion has been taken by the county engineer respecting the erection of windbreaks on all county bridges. so that the snow may remain On them, the council empower the ' Reeves to have the same erected on county bridges needing the same and the accounts sent to the clerk. To the Warden and Members of Huron County Council : GENTLEMEN. --In presentingthis the annual report of the Physician of the House of Refuge: for the past year, I am able to say that there has been no unusual epidemic among the inmates. Most of the cases of sickness were those due to old age. 1 have made 68 visits, dispensed medicine 1,008 times besides dressing wounds, setting fractures, 7 minor operations, extract- ing .teeth, and fitting eyeglasses, There were 12 deaths, ages averaging 32 years. The causes of dee th were. Cancer, 2; Tuberculosis. 1; Pheumonia, 3; Cirrhosis of Liver, 1; 'Apoplexy, 1; Acute Bronchitis with Asthma, 1; Old Age, l; Nephritis Prostatitis, 1. The sanitary conditions of the House, good; food good quality and well served. House comfortably warm. All of which I respectfully submit. • ' J. W.
