Rills decided to hold the election as
it seems to be why notdissolve parlia-
ment now? is the question often asked.
The answer, though not quite convine
ing is of some value, and it is to this
effect.that the government is bound to
keep the existing .parliament alive
within a measurable distance of its
successor, and having practically de -
bided to hold the election, say about
the end of October, it would not be
wise to dissolve parliament three
months before that time, and have the
country without any parliament in an
emergency. • The practice, therefore,is
in an indirect way to let the country
know that an election is impending,
and six weeks before it 'takes place to
dissolve the existing parliarnent, and
thereby reduce • the time under which
the country will be without a. paha-
ment to a very email period,say five or
six weeks at this most. Everbody,
therefore, expects an election by the
first of November. and it is not likely
that the -dissolution will take place for
two or three weeks yet. - • ••

• Sir Wilfrid Laurier came back to Ot-
tawa. Monday afternoon looking, great- '
ly•befiefitted his.hOliday.. Many of
the other Cabinet Ministers are in the
city, and all the rest will be here to at-
tend a meeting of Council. There is
no doubt tbe question of the election
will be tentatively'settled. In fact, it
is settled now, as a majority of the
Government favor an appeal to the
country this autumn, and the chances
are ten to one the appeal will
heti:rade. This is well understbed by
both sides, as the political activity
throughout' the country indicates.
However, there will be no dissolution
ofParliamerit, and /11) &finite an unoe-
went of an election date imrne ately.
The election will probably take place
in. October or November, and there is
ample time still for dissolution.4
In view Of the coming struggle it may,
be of interest to point out that the
Government has an overwhelming ma-
jority in the House,. and that it is
drawn hem every Province exceptOrt-
