IPM to cost county nearly ,550,000: report

The Huron County Economic
Development Department estimates
that when the dust settles, the county
will have spent nearly $650,000 to
host the 2017 International Plowing
Match (IPM) in Walton.
In a report presented to Huron
County Council at its Dec. 14
committee of the whole meeting,
Economic Development Manager
Natasha Fritzley detailed the
expenses, ranging from loans to in-
kind contributions to actual cash
contributions to the match -hosting
effort.
Chief Administrative Officer
Brenda Orchard said the report is as
thorough as possible, including the
best estimates in regards to future
spending. She said that county staff
has been commended by staff from
neighbouring counties for its
honesty.
Orchard told council that in the
past, county staffs in other areas of
southwestern Ontario have not been
as forthcoming about IPM -hosting
costs and the final costs serve as a
negative surprise once the match is
complete.
She wanted her report to be
thorough and truthful about the costs
being allocated to the match and
councillors said they appreciated
that honesty.
Fritzley, who is leaving the county
to pursue an employment
opportunity with Blyth Cowbell
Brewing Company, told council that
within the estimated $642,586 in
costs for the IPM is the original
$100,000 loan that was made to the
group several years ago when Huron
County was still vying to host the
match and had yet to be chosen by
the Ontario Plowmen's Association
(OPA).
Treasurer Michael Blumhagen
said that while it's true that actual
costs will likely be closer to
$550,000 for the match, he wanted
to be honest with council. That
money has gone out and it has yet to
be repaid.
The intention, he said, is that the
loan will be repaid with proceeds
from the match, but he didn't want to
count on it in case a profit doesn't
materialize.
The breakdown of the
contribution, Fritzley said, is that
$113,750 will be of the in-kind
variety, while $528,836 will come in
the form of cash, $100,000 of which
is the aforementioned loan that is
expected to be repaid.
In the 2016 budget, $191,336 is
budgetted for the match, in addition
to $40,000 of cash and $28,500 of
in-kind services to host a Huron
County exhibit at the tent. That
includes 20 county staff members at
the IPM exhibit for five days plus

their mileage, according to the

There are a number of cash
contributions that will be made
through the public works
department, including $60,000 for
signage and set-up and tear -down
requirements, $80,000 for roadside
mowing and maintenance and
$10,000 for staff assistance in-kind.
Additional costs will also come
from paramedic services, cultural
services, the planning and
development department and the
economic development department.
In addition, the request for new
funds in the 2017 budget is $237,500
for a total contribution of
$642,586.
JEAN DEANS
Mrs. Jean Deans, Wingham passed
away at Victoria Hospital, London,
on Tuesday, Dec. 13, 2016. She was
96.
The former Jean Tervit was the
wife of Jack Deans who predeceased
her in 1971. She was the dear mother
of Bill and Linda and Peter and Julie
Deans, all of Wingham. Jean was the
loving grandmother of Jesse, Phil,
Tom and Dayna Deans and special
great-grandmother of Mitchell,
Blake, Tyson and Nathan. She was
sister of Mary Wallace, Wingham
and sister-in-law of Barbara and
Jean Tervit, both of Wingham. Jean
was predeceased by her brothers
George and Jack Tervit.
Visitation was held at McBurney
Funeral Home, Wingham on Dec.
16. The funeral service was held at
the funeral home chapel Dec. 17.
Rev. Jeff Hawkins officiated.
Interment will be at Wingham
Cemetery.
Memorial donations to Royal
Canadian Legion, Br. 180 or the
Wingham and District Hospital
Foundation would be appreciated as
expressions of sympathy.
JIM SMITH
Jim Smith of Clinton, formerly of
Dungannon, passed away suddenly
at home on Monday, Dec. 12, 2016.
He was in his 65th year.
Jim was the loving father of
Tammy Dowell, Vanastra; Adam and
Sandy Dowell, Clinton; Jerry Smith
and Amanda McCrate, Goderich and
Justin Smith, Sudbury.
He was the grandfather of Cassy
(Wade) Jewell, Darrin Dowell,
Chance Smith, Tyler Dowell,

Preston Rean and great-
grandfather of Eleena and Jase
Jewell. Jim was the dear brother of
Gary and Mary Smith, Dungannon
and Rita Neill, Goderich. He will
also be missed by his nieces
and nephews and brother Alvin
Smith. Jim was the special
friend of Bev Ohm, Goderich and
her children Heather, Trish and Rob
Ohm.
Jim was predeceased by his
parents Henry and Edna Smith,
siblings Lawrence Smith, John
Smith and Edna Smith, son Jason
Smith and brother-in-law George
Neill.
At Jim's request, cremation has
taken place. A celebration of life will
be held on Sunday, Jan. 8, 2017 from
2 - 4 p.m. at 169 Queen St.,
Clinton.
Donations to the London Health
Sciences Foundation would be

SILVIA HAAG
Mrs. Silvia Pia (Thurlemann)
Haag, RR 2, Brussels passed away at
Stratford General Hospital on
Monday, Dec. 12, 2016. She was in
her 70th year.
Silvia was the beloved wife of the
late Viktor Haag and mother of
Conny and Rama Frischknecht,
Switzerland; Eveline and Jorn
Steunebrink, RR 1, Conn and Roger
and Karen Haag, RR 2, Brussels.
She was the grandmother of Laura,
Angela, Jolene, Brianna, Jayden,
Sam, Leah and Nathan.
Silvia was the sister of Rita and
Otmar Kunzle, Sophie and Manfred
Mesmer and Karl Thurlemann, all of
Switzerland and Edith and Ralf
Rumpen, Germany.
She was sister-in-law of Klara and
Fredy Kaiser, Edith and Erwin
Breitenmoser, Ernst and Annalise
Haag and Elvira and Rolf Gmunder,
all of Switzerland.
Silvia was predeceased by her son
Erwin Haag, sister-in-law Erika
Thurlemann, and parents Karl and
Sophie Thurlemann.
Visitation with prayers was held at
the Eaton Funeral Home, Listowel
on Dec. 18.
Mass of Christian Burial was
celebrated at St. Joseph's Roman
Catholic Church, Listowel, on Dec.
19. Interment in Fairview Cemetery,
Listowel.
Memorial donations to St.
Joseph's Roman Catholic Church
Building Fund would be
