Jacqui Empson Laporte, who first had the idea for the park, is seen here as one of the first community members to enjoy the park alongside her dogs Maverick and Tuna. The project received assistance from Central Huron, North Huron and Ashfield- Colborne-Wawanosh, as well as from community stakeholders who assisted in a work bee to complete the park last weekend. (Shawn Loughlin photo) THE CITIZEN, THURSDAY, NOVEMBER 17, 2016. PAGE 15. County awaits results of new hospice study Continued from page 1 said the county and its lower -tier municipalities should perhaps take an outside -the -box approach to hospice care — especially when considering the challenges faced by the area's embattled hospitals. Hessel said that after serving on the Board of Health for a number of years, he knows first hand the challenges that area hospitals are facing. In the ongoing struggle to keep local hospitals current and relevant, perhaps some of local hospital beds should be converted to hospice beds, he suggested. At a recent conference, Hessel said he sat in on a seminar about taking a different approach to municipal governance. One of the key focuses was on not building a new building if it wasn't necessary. The hospice example, he said, would be a perfect one, where hospital structures exist, but the hospice committee is suggesting the of a brand new construction building. Hessel acknowledged that his thinking was unorthodox, but he said with funding models changing and financial pressures increasing, it's that kind of thinking that needs to happen to keep rural communities relevant and vibrant. In addition, he resented the group's indirect approach to asking for funding, saying that they were priming council for a fundraising ask, even if they weren't saying it. Hessel told the group that he used to work in sales and he knew not to ask until the third visit, so he felt the group was getting council onside with the project before asking for funding to help make the project a reality down the road. Chief Administrative Officer Brenda Orchard agreed, saying that there was no funding request in any of the documents submitted to the county, so if a request were to be sprung on council later in the process, it's unlikely councillors would look upon it favorably. Penner, however, said that was not the way the committee was proceeding and that asking for funding from the county was not part of the plan. Council received the presentation and will address the issue once again when the long-awaited hospice reported is released to the public. #1 And We Still Try Harder Recent circulation figures show The Citizen has the highest circulation in the northern part of Huron County, #3 in the entire county.
