Emergency Medical Services (EMS) Supervisor Art McNaughton introduced Wagner to council. McNaughton said that those who work with Wagner have been very impressed with his work in the years since he began in Listowel in 1998 and then when he became a full- time paramedic in 2001. Wagner, McNaughton said, has a deeply personal reason for wanting to help people, being inspired by his sister, a personal support worker who had previously saved the life of someone drowning. Wagner had said he always wanted to honour that legacy of service. In the years since Wagner became a paramedic, he has since become a member of the Fire Department of North Huron, teaching his fellow firefighters First Aid and other skills, while also serving as a member of the Walkerton Knights of Columbus and organizing an annual boot drive as well. Finances in good shape: treasurer By Shawn Loughlin The Citizen The Huron County Finance Committee had good news and bad news for Huron County Council at its Nov. 2 meeting. The bad news is that the committee found very few areas that warranted cuts, which meant the good news is that the county is running quite efficiently. "It was determined that, for the most part, the existing services of the county are very well managed and offering excellent services to residents," Treasurer Michael Blumhagen said in his report. Blumhagen spoke to council about the report and chose to highlight a pair of areas that will be crucial for the county going forward: road paving and bridge maintenance. Director of Operations Steven Lund spoke to council about the two areas of the county's budget, explaining how costs would be allocated in the coming years and pressures the county would be facing as a result of road paving and bridge maintenance. While the policy will remain largely unchanged, council has decided to implement some minor changes, however, Blumhagen said, including the streamlining of the grant process. With grant requests being made sporadically over the course of the year, councillors are faced with decisions on a one -by -one basis. With the process being streamlined, he said, grants will all be before council at the same time and decisions can be made to support the worthy grants, while letting others fall by the wayside. "The committee is proposing an Oct. 31 deadline for receipt of all grant applications in order for those to be considered in the upcoming budget deliberations. In doing so, council is also able to debate the merits of all the grant requests at once and can prioritize the requests based on the county's strategic plan and determine a desired level of grant funding to be included in the upcoming year's budget process," Blumhagen said in his report to council. If the change in policy is implemented, he said, it would be brought in for the 2018 budget cycle, meaning that grant applications would be due to the county by Oct. 31, 2017. The change, Blumhagen said, would be advertised on the county's website and regular grant applicants would also be notified of the change.
