Potential area recreation study
makes waves with Huron East
By Shawn Loughlin
The Citizen
Huron East is looking to
participate in a region -wide
recreation study, but not all
councillors feel up to speed on it.
Several councillors at Huron
East's Oct. 18 meeting spoke to
Mayor Bernie MacLellan about the
issue. MacLellan has been
spearheading the initiative on the
municipality's behalf after it was
brought to him from Bluewater,
where the concept originated.
Much of the discussion at the Oct.
18 meeting centred around a
meeting that had taken place the
night before: a strategic planning
session for the municipality's
recreation centres with Vicki Lass of
the Ontario Ministry of Agriculture,
Food and Rural Affairs and the
municipality's three recreation
committees (Brussels, Seaforth and
Vanastra).
Before the strategic planning
meeting began, councillors said,
MacLellan spoke to them about the
study and while Vanastra's Lissa
Berard had been told about the
study, members from Seaforth and
Brussels were hearing about it for
the first time.
The study, MacLellan said, aims
to evaluate recreation throughout the
area of Huron East and Bluewater,
and maybe beyond, and the available
parks and centres. Councillors,
however, were upset that MacLellan
hadn't given representatives from
Brussels and Seaforth the same
courtesy he'd given Berard and
those from Vanastra.
MacLellan defended his actions,
saying that at the time of the
meeting, he knew very little about
the study and relayed the
information to the relevant parties at
his earliest opportunity. Some
councillors, however, felt it was
another example of MacLellan
marching to the beat of his own
drum and not taking an opportunity
to present a united front with his
fellow councillors.
Councillor Ray Chartrand said he
was very unclear of the details
surrounding the study. He wondered
who was funding the study and what
exactly the study would be
attempting to find.
MacLellan said that while nothing
has been finalized, it was his
understanding that the study would
be funded by the provincial
government, specifically, the same
arm that funds services like Vicki
Lass of the Ministry of Agriculture,
Food and Rural Affairs facilitating
planning sessions with Huron
County and its lower -tier
municipalities.
Councillor Dianne Diehl, a
member of the Brussels, Morris and
Grey Recreation Board, said she
didn't appreciate the information
coming at such a late hour, just
minutes before the strategic
planning session was due to start.
"It was just dropped on us," she
said. "We had no idea what was
going on."
Again, MacLellan echoed the
sentiment that he had very little
information about the proposed
study and was passing on the little
information he had as soon as it was
made available to him
If information had been made
available to the Vanastra
representatives, Diehl said, and not
those from Seaforth or Brussels, it
gave Vanastra a leg up in preparing
for the meeting that the others didn't
have.
Councillor David Blaney said the
issue was one of common courtesy
that MacLellan hasn't displayed in
dealing with council. He said that at
times, the mayor has operated in a
way that was "disrespectful" to
council in its pursuit as elected
officials.
Blaney, however, said he didn't
expect MacLellan would change, as
he's been in politics for too long to
consider changing his ways. He said
MacLellan was "too old" to change
his "style" so council would
continue to "cope" with him, while
he would continue to cope with
council and they would "continue to
limp along" together.
As for the study, Chief
Administrative Officer Brad Knight
is in the process of collecting more
information for presentation to
council at a future meeting.
