FDNH close to new agreement
The Fire Department of North
Huron (FDNH), through its member
municipalities, is one step closer to
another automatic aid agreement to
better provide service to the
properties it covers as well as those
in neighbouring municipalities.
At Morris-Turnberry Council's
Oct. 18 meeting, FDNH Chief
David Sparling and Morris-
Turnberry Fire Prevention Officer
James Marshall addressed council,
stating that the automatic aid
agreement that was signed with
South Bruce worked well and a
similar agreement was being
considered with Howick.
"Even in a fire today, I can't call
for assistance from another
department unless our department is
fully engaged," he said. "I have to
have every fire truck from a hall
coming before I can request
assistance."
The agreement would negate that,
Sparling said, and any call regarding
a working fire, unless it's vehicular,
would automatically be sent to the
closest automatic aid partner as
well.
"We're not going to have two
departments attending a car fire, but
with any other working fire, we're
automatically helping one another,"
he said.
Sparling explained this is a free
program based on reciprocity.
"There may be some times we
help more often or sometimes that
we get help more often, but it costs
no extra,"he said. "Based on our
previous experience with Teeswater,
we're bringing this forward."
Council was warm to the idea,
with Mayor Paul Gowing first
saying it was a great idea.
"Volunteer fire services are
involved to help their communities
and the area around them," he said.
"There is a stronger motivation for a
place close to them where they are
from. In this scenario, we have
individual departments coming to a
spot close -by and providing help
that's needed. It's a great scenario
with some thought put into it"
Councillor Sharen Zinn thought
that the program had already been
implemented, saying it was a good
idea, but balked at the fact that it
would take two to three months to
implement it.
Sparling explained that Morris-
Turnberry was only the first stop for
the agreement since it bordered with
Howick.
"It will take one month for the
other municipal approvals and then
eight weeks to have the street data
entered for our dispatcher in Owen
Sound," he said.
Council approved the agreement.
After his presentation, Sparling
was questioned by Gowing on how
successful fire prevention was in
Morris-Turnberry and was informed
that it was a mixed bag.
"The door-to-door smoke alarm
campaign reduces fatalities by 50 to
60 per cent," Sparling said, speaking
of the Alarmed for Life Campaign
the FDNH had participated in
throughout Morris-Turnberry. "That
has improved the safety of your
residents"
Sparling explained, however, that
while there are fewer fires every
year, the fires that do occur spread
quicker and provide a much
narrower window for people to
survive despite progress in building
materials and firefighting
techniques.
"Firefighter injuries and fatalities
for firefighters and occupants are
not going down," he said. "That goes
back to the fact that smoke in
buildings is toxic and the buildings
are burning much faster."
