with police service

year," she said. "Why aren't the
participants provided with SOPs for
their tents and concessions so we
can avoid these problems in the
future?"
Director of Fire and Emergency
Services David Sparling explained
that he understood Luffman's
concerns, but said he was hoping to
address the problem at a higher level
than the municipality.
"The assumption with tents is that
the tent companies are aware of
legal obligations for the tents,"
he said. "The outfits that are
[renting tents here] are reputable and
good to work with but they aren't
aware of the fire code require-
ments."
Sparling said he would like to deal
with the Fire Marshal's office to
make sure that companies that rent
tents or are used for events like the
association's reunion know their
responsibilities.
Luffman, however, still felt that
the municipality should provide a
document that outlines all the
requirements necessary. While she
did praise the municipality's staff
for quickly fixing the problem, she
said the situation could have been
avoided.
Newson explained that the
township was working on such a
document and that it would be
introduced at a later date.
GOLF CARTS
Cat O'Donnell, another Blyth
ratepayer, had a second issue that
was brought to light by the recent
annual reunion of the Huron Pioneer
Thresher and Hobby Association:
golf carts.
"Is there some sort of bylaw
that allows the use of golf carts in
the campground but not on
the road?" she said. "I'd like
some clarification on that."
Councillor Ray Hallahan, an
executive with the association,
explained that golf carts are only
allowed on the campground if they
pay registration, have the cart tagged
and provide both proof of insurance
and a driver's license.
"We have no control if that person
wants to go out of the park and on
the road, that's up to them," he said.
"We can't stop them or direct them.
That's how it's handled."
POLICE SERVICES
The last issue to be brought to
council was Hedley's concern that
the Wingham Police Service could
eventually expand to cover the entire
municipality.
Hedley said the current police
system was adequate. He said he
hoped the possible enlargement of
the Wingham Police Service was not
an attempt to cut costs for Wingham
ratepayers.
Seip, the chair of the North Huron
Police Service Board explained that
a comparison of services and costs
between the Wingham Police
Service and the Ontario Provincial
Police hadn't been done since
amalgamation in 2001. He said there
were no plans to expand service
currently as the comparison was to
see what level of service ratepayers
wanted.
Chambers explained that the OPP
would not provide a costing estimate
while the Wingham Police Service
were undertaking the same exercise,
so the municipality decided to have
the OPP's analysis done first.
"We anticipate that process will
take 18 months," she said. "We're
going to look at levels of service
and public consultations to get
feedback on costing and those
numbers will be presented in a
public forum."
Council hears plan

Natural Heritage Technical Team,
which consists of scientists, GIS
specialists and many foresters and
planners from a variety of different
agencies. It was also peer-reviewed
by Jane Bowles and Natural
Resources Solutions Inc. and it was
Huron County's Rachel White who
led the final preparation of the
technical document.
The process also included a
Natural Heritage Advisory
Committee, which included
representatives from various local
councils, conservation authorities,
farm organizations and the planning
department, among others. The
Water Protection Steering
Committee was also engaged
throughout development of the plan.
As far as the implementation
strategy is concerned, it employs
four tools: to support economic
development related to forestry,
forest products and recreation in
natural areas; to recognize and
protect natural heritage systems
within the county and local official
plans, including recommendations
for policy and mapping amendments
through the five-year reviews of the
local official plans; to recognize
existing regulatory tools, including
the Huron County Forest
Conservation Bylaw and lower -tier
Forest Conservation Bylaws and to
recognize and support the efforts of
private property owners, community
organizations and agencies in
sustainable forestry management
and stewardship efforts.
In order to further consult with
members of the public, two open
houses are planned. The first will be
held at the Belgrave Community
Centre on Thursday, Oct. 20 from 7-
9 p.m. and the second will be at the
Zurich Arena on Thursday, Oct. 27
from 7-9 p.m.
Council approved the
recommendation and further
directed that Councillors Jim
Fergusson of Bluewater and Roger
Watt of Ashfield-Colborne-
Wawanosh attend both open houses
so they can answer any questions
members of the public may have.
