Huron County will consider funding hospice study
The Huron Hospice Palliative
Care Steering Committee is seeking
$12,000 to conduct a joint study on
supporting a residential hospice in
Huron County.
Kathy O'Reilly from the
committee spoke to Huron County
Council at its Aug. 10 committee of
the whole meeting, outlining the
details of the commissioned study
and why hospice and palliative care
services are needed in the county.
The county's cost for the study is
$20,000 to match the contribution
from Perth County, a partner in the
study. O'Reilly said the committee
had received $5,000 from an
anonymous donor and still had the
$3,000 contributed by the county
last year, which wasn't spent due to
a change in the committee's
mandate.
If the county were to grant the
committee $12,000, that would raise
the organization's total to $20,000,
enabling it to take part in the study.
The study, O'Reilly told
councillors, would explore the
feasibility of a hospice and palliative
care unit in the county, focusing on
between three and seven beds. A
capacity report completed by the
Southwest Local Health Integration
Network (LHIN) reflects a need for
at least five beds in Huron, she said.
The committee's model, she said,
will reflect the needs of a rural
population and it will allow local
residents to die in the location of
their choice.
Forty per cent of operational costs,
she said, would have to be raised
throughout the community. The
current Ministry of Health and
Long -Term Care's per diem for a
residential hospice is approximately
$306, which represents less than 60
per cent of a residential hospice's
actual operating budget.
Those annual costs would range
from $223,380 for a three -bed
hospice, $372,300 for five beds and
$521,220 for seven beds.
The committee's request for
proposals (RFP) has already been
issued and responses were received
by the deadline of Aug. 4.
While councillors seemed
interested, they directed staff to
prepare a report for a future meeting.
