Feral cats bring animal control back to MT table By Denny Scott The Citizen The hydra -like monster that is animal control reared another head at Morris-Turnberry Council earlier this month as cats have become an issue in one of the residential areas of the township. During council's Aug. 2 meeting, Mayor Paul Gowing informed council he had been contacted by a ratepayer whose neighbourhood has been "overrun" by cats living on nearby vacant properties. "The way our policy is now, there is nothing the animal control officer can do," Gowing explained. "There are dozens of cats across multiple locations in this settlement area of the municipality. I certainly couldn't promise that individual any action, but I did say I would bring it in front of council for discussion. If we're going to have an animal control officer, we need something to happen here." Council had previously stopped dealing with feline problems in settlement areas when they were told it cost $200 per cat to deal with the issue. "We need to deal with this issue," Gowing said. "Yes, we need a cost- effective solution, but we need a solution." Councillor Dorothy Kelly asked if a study could be conducted by staff regarding how other municipalities handle cats and was told by Administrator Clerk -Treasurer Nancy Michie that, when the issue was last dealt with by council earlier this year, such a study was conducted. "Most other municipalities pick up the tab for the work," she said, listing off several municipalities and the animal control officers they utilize. Councillor Sharen Zinn said that, while no one wants cats around their properties in urban settings, the municipality can't afford to be spending $200 per cat to address the issue and suggested the municipality split the cost with people who want the cats removed. She said the issue should be addressed soon, however, as it doesn't take long for cats to multiply. Councillor John Smuck said the animals wouldn't be there if someone wasn't feeding them and Obituaries suggested sending an animal control officer out to find out who that is. He said if someone is feeding the animals and, thus keeping them in the area, it should be the responsibility of that person to pay for removal. "They have to be eating something somewhere and drinking something somewhere," he said. Councillor Jim Nelemans agreed, stating it makes sense that someone must be feeding them. Council agreed to have a report brought back regarding the issue to its Aug. 9 planning meeting before making any decisions about the cats. KENNETH DOUGLAS MACHAN Ken Machan of Lucknow, passed away at his residence on Thursday, July 28, 2016. He was the loving fiance of Linda Hislop, cherished father of Mandy, Jody and Danny Machan and dear grandfather of Gracie Machan and Chancen Machan. Ken was the loving son of Lloyd and Marion Machan, the brother of June and Harry Bakker, Kathy Machan and Scott Machan, the son-in-law of George and Isabelle Hislop and brother-in-law of Don Hislop. Ken will be lovingly remembered by several aunts, uncles, nieces and nephews. He was predeceased by two fathers-in-law, his grandparents and several aunts, uncles and cousins. Ken was a dedicated employee of Wescast Industries in Wingham for 30 years. A celebration of life was held at the Royal Canadian Legion, Wingham on Saturday, Aug. 6. Memorial donations to a charity of choice would be appreciated as expressions of sympathy and may be placed through McBurney Funeral Home, Wingham. Online condolences may be left at www.mcburneyfuneralhome.com ROSS ANDERSON Ross Anderson of Belgrave passed away at Wingham and District Hospital on Wednesday, July 27, 2016. He was 94. Ross was the beloved husband of Barbara (Michie) Anderson, Belgrave and loving father of Richard Anderson and Anne - Catherine Jean, Goderich; Nancy and Rick Ball, Hanover; Doreen Anderson -Roy and Rob Roy, Peterborough and Sheila Anderson - Cousins and Doug Cousins, Guelph. He was the cherished grandfather of eight grandchildren and three great- grandchildren. Ross was the brother of Donna and the late Les Shaw and Lloyd and Eleanor Anderson. He was predeceased by his parents John and Myrtle (Wheeler) Anderson and sister Marie Anderson. Ross was a veteran of the Royal Canadian Air Force and served overseas as a radar technician during the Second World War. Following the war, Ross and Barbara married and operated the hardware store in Belgrave for over 40 years. In addition, Ross was a licensed electrician and plumber and was the "go to guy" for electrical and plumbing problems in the Belgrave area. Upon retirement, Ross and Barbara built a new home in Belgrave and enjoyed travelling and hosting many memorable family gatherings. Visitation was held at McBurney Funeral Home Ltd., Wingham on July 29. The funeral service was held at the funeral home chapel on July 30. Elly Dow officiated. Interment was at Brandon Cemetery, Belgrave. Memorial donations to Knox United Church, Belgrave or CNIB would be appreciated as expressions of sympathy. KATHLEEN M. (UPPER) DUNCAN Kathleen M. (Upper) Duncan, formerly of Brussels, passed away peacefully at Bayhaven Nursing Home in Collingwood. She was in her 95th year. Kaye was the beloved wife of the late Ross Duncan, who predeceased her on Nov. 9, 2000. She was the dear mother of David and Carol Duncan, Wasaga Beach; Larry and Judy Duncan, Vancouver and mother-in-law of Helen Duncan, Russell, Manitoba. She was also loved by her many grandchildren and great-grandchildren. Kaye was predeceased by her son Jim (Aug. 12, 2006) and her brothers Cecil and Vince. Kaye's family invited friends to gather with them for a light lunch and a chance to share memories on Wednesday, Aug. 10 in the lower hall of Melville Presbyterian Church. Afterwards, all were welcomed at the graveside service at Brussels Cemetery. Pastor Sandra Cable officiated. VAN NES Wilhelmus Hendrikus (Bill/Wim) van Nes of Ethel, passed away peacefully at his home on Saturday, July 30, 2016, days after celebrating his 81st birthday with his family. Bill was born on a farm in Leusden, Holland on July 23, 1935 to the late Jacobus and Matilda (Blom) van Nes. Bill was the beloved husband of the late Margaret (Terpstra) van Nes (Dec. 8, 2000) and the father and opa to Terry Ann and Rich De Wetering, Sebringville and their children Greta and Harry; Mary Lynn and Tom Ott, Modesto, California and their children Helen, Melissa, Theresa, Thomas, Maria, Nicholas and Carl; Kathy and Pawel Brudnicki, Mississauga and their children Krysia, Jozef, and Emma; Tina and John Vehof, Bright and their children Jessica, Nicole, Ben and Joshua; Bill and Cindy van Nes, Brussels and their children Eric, Julia, Grace, Rose, Laura, Willem and Hendrik; and Bob and Andrea van Nes, Ethel and their children Benetta, Charles, Johanna, Sarah, Alison and Alex. He was the dear brother of Theo van Nes, Alice van Dyk, Jack van Nes, and Harry and Marijke van Nes and the dear brother-in-law to Betty van Nes, Emma and Henk Boersen, Hennie Terpstra, Catherine Terpstra, Julie and Martin van Bakel, Nick and Catherine Terpstra, Herman and Rosemary Terpstra, Joe and Miriam Terpstra, Joanne de Brabendere and Mary Terpstra. Bill was also loved by his several nieces and nephews and his dedicated caregivers Carissa Redford and Ginette Zaba. Bill was predeceased by his son Nick (2001), his father and mother- in-law Nicholas and Johanna Terpstra, his sister Rita and Fred Baker, brother Henk van Nes, brothers-in-law Ben Terpstra, Charlie Terpstra and Jim van Dyk, sisters-in-law Helen Terpstra, Regina van Nes, and Teresa van Nes, and nephew Brian Terpstra. Bill had a passion for farming and the countryside that lasted his entire life and a visible love for his Dutch Harness cart horses. He will be missed by all. Friends were received by the family on Monday, Aug. 8 at the Schimanski Family Funeral Home, Brussels. The Funeral Mass was celebrated from St. Ambrose Roman Catholic Church, Brussels on Tuesday, Aug. 9. Rev. Father Keith Morrison officiated. Burial followed at St. Ambrose Cemetery, Brussels. He was the cherished opa of Christa and Shawn Dennis, Derek and Kelley deLange, David and Brittany deLange, Justin Wesselink, Adam Wesselink, Josh Wesselink, Evan Wesselink, William Karelsen and Christine Creelman, Jody and Jason Mulder, Andrea and Brent Myers, Nikki and Robert Wynja, Janelle and Jason DeWitt, Shawn and Dawn Schinkel, Aveleen Schinkel, Dayna and Jordan Barons and Cody and Emily Schinkel. John was loved by 10 great- grandchildren. He was the dear brother of Nien Hendrick of the Netherlands and was predeceased by grandson Jesse Wesselink. Friends were received at the Falconer Funeral Homes, Blyth Chapel on Aug. 4. The funeral service was held Aug. 5 at the Blyth Christian Reformed Church. Interment was at Blyth Union Cemetery.
