Brussels school RFP extension request defeated
A proposal to make a rare
exception in the sale of the former
Brussels Public School was turned
down last week by Huron East
Council.
The issue was raised by Brussels
Councillor David Blaney who said
he found there to be a "problem"
with the request for proposals (RFP)
issued by Huron East in regards to
the former school property, which
the municipality intends to sell.
Blaney told council he was
contacted by someone interested in
buying the school, but who was out
of the country due to a death in the
family and would be unable to meet
the deadline of Friday, May 20 at 4
p.m. for an in-person delivery of the
package.
The interested party, Blaney said,
was notified by a local who had seen
the notice in The Citizen and
contacted him. With no way to make
the deadline, the potential buyer
reached out to Blaney and asked that
the deadline be extended by two
business days to Wednesday, May
25.
Blaney told council that he would
hate to project the impression that
the municipality has a preferred
option and felt it was Huron East's
duty to find the best possible
proposal.
In this case, given the extenuating
circumstances, an extension to the
deadline may result in Huron East
finding the best proposal, Blaney
said.
Blaney also criticized the amount
of time given to prospective buyers
under the RFP process, saying that
even if an interested party read the
notice the day it came out in the
newspaper, only a handful of days
would remain.
He was careful, however, not to
suggest that Huron East staff had
done anything wrong and while he
had raised the issue of Huron East
projecting the impression that it may
have a preferred proposal, he said he
didn't feel that was the case.
Chief Administrative Officer Brad
Knight said the municipality had
exceeded its lawful requirements
for the RFP and had actually
posted it on the municipality's
website days before it appeared in
The Citizen, giving potential buyers
nearly two weeks to submit a
proposal.
"Our job is to get the best value for
our assets," Blaney said, suggesting
that given the extreme
circumstances, council should
consider allowing the submission of
a potentially good deal and not
letting a deadline get in the way.
Councillor Kevin Wilbee was
against allowing an extension of the
deadline and he likened it to a
student requested an extension from
one of their school teachers.
He said that instead of wasting
time telling the teacher the reasons
why he couldn't submit a paper on
time and asking for an extension,
perhaps that time could be better
spent actually completing the paper
on time — just like all the other
students in the class.
In addition, Wilbee stated that
extending the deadline for this RFP
could set a dangerous precedent for
future RFPs or tenders, sending the
message that council is willing to
bend the rules and skirt deadlines if
the proposal is right.
Winthrop Councillor Brenda
Dalton said that surely there must be
a way to submit an RFP with all the
technology in play these days.
Blaney, however, countered, saying
that the RFP package has to be
delivered in person and it must
contain a $25,000 bank draft —
something usually only obtained in
person.
The vote was defeated, six votes
against the extension and five votes
for it, with Mayor Bernie MacLellan
abstaining from voting unless in the
event of a tie vote.

This three-bedroom, two-storey charmer boasts a large partly covered deck on the second floor, offering plenty
of space for outdoor living. In addition, the basement floor plan provides room for a spacious one -bedroom suite
with a roughed -in three-piece bathroom and a covered patio.
The covered entry at ground level leads into a foyer. A coat closet is on the left, and the L-shaped staircase to
the right leads to the second -floor living area.
The spacious open-plan great room features a gas fireplace on one wall, as well as French doors that open onto
a partly covered deck that overlooks the back garden. The dining area, located in one corner, also enjoys a view
