Insurance, inflation ups hall renovation budget By Denny Scott The Citizen North Huron Township Council found out that due to some additional expenses and inflation, the proposed Memorial Hall renovation budget has increased by $228,000. The renovations, which are being funded primarily by Blyth Arts and Cultural Initiative 14/19 Inc., will result in significant changes to Memorial Hall, both inside and out. An additional $150,000 was added to the construction cost for the renovation as a contingency for exchange rate impact, $50,000 was added for new expenses, $37,500 was added for utilities, $16,000 was added for project insurance and $10,000 was added for load in and out expenses for a new total of $3,728,762 for the project over the initial budget of $3,500,982.40. Newson's report indicated that the initial exchange rate for the budget was 1.27 per cent, two percentage points higher than the current exchange rate. Councillor Bill Knott asked if the project insurance would cause the township's $500,000 pledge to the municipality to change and Newson said it wouldn't. "Our price will not change," she said. By Denny Scott The Citizen Councillor Bill Knott wanted to know what was holding up new speed limit signs being installed on County Road 25 near Blyth. County Road 25, or Blyth Road, has two different speeds approaching its intersection with County Road 4, also known as London Road. During discussions last year, Huron County staff indicated the issue would be changed. "Last year, we actually had progress from the county on fixing the speed limits," Knott said. "It's been nine months and nothing has occurred" Chief Administrative Officer Sharon Chambers said that, in the most recent correspondence, Huron County staff were looking into it. "It went to the county and got passed, so there is no excuse for this," Knott said. Reeve Neil Vincent stated the county may be waiting for the signs to be delivered for installation. Councillor Brock Vodden stated he had spoken to staff at the county who said they were surprised it had not been completed yet and that they would look into it, though he said if Vincent's suggestion was true, that's out of staff's hands. (Shawn Loughlin photo) commitment has not changed" Councillor Trevor Seip asked if the $16,000 was an annual cost for the township that would need to be covered and Newson explained the insurance cost was only for the construction period. "During the construction, [Memorial Hall] is removed from our property insurance policy and put under a separate policy," she said. During the eight-month renovation, the additional insurance covers the construction, the building materials, the contents of the structure and the structure itself in case anything happens.
