new generation libraries and see
what the HOOPLA is all about,"
says Jim Fergusson, a counsellor of
the Municipality of Bluewater and
chair of the Huron County Library
Board. "HOOPLA" refers to one of
the many online resources available
through the library for free
streaming and e -book downloads.
As well as online services, library
branches also provide programs for
all ages, information about the
community, quiet places for learning
or reading, and of course, materials
such as books, magazines,
video games and movies.

wonderful service, but noted the
municipality needs to focus on other
efforts.
Despite the opinions to the
contrary, Deputy -Reeve James
Campbell, Councillor Ray Hallahan,
Knott and Vincent voted for the
annual $50,000 donation for a
duration of five years which made it
a part of the budget.
CAPITAL PROJECTS
The second issue brought forward
by council before the budget could
be prepared to be passed by bylaw
was Hallahan's request that more
capital dollars be spent in East
Wawaonsh.
Hallahan had originally espoused
the repair and maintenance of
roads in East Wawanosh, saying
he was disappointed that no
capital road projects were listed
in his ward this year.
Hallahan said he didn't want to
"tear the municipality apart" but
pointed to several large projects
totalling nearly $500,000 in both
Blyth and Wingham and went on to
say that he wanted to see projects
spread across the municipality
equally.
After much debate, council agreed
to take funds that were being put in
reserve anyway and earmark them
for a tar and chip program at some
point in the future after the roads -
needs assessment was completed.
The assessment will look at all the
roads in the municipality and dictate
which projects need to be handled
and in which order.
Originally, a tar and chip program
was included to continue work the
municipality had started last year in
the budget however cuts, as well as
projects like the Westmoreland
Street drainage project, which has
been deferred for several years due
to a lack of funding, took priority.
A group of ratepayers from East
Wawanosh made a presentation later
in the meeting saying road work was
a necessity in the area.
FINAL INCREASES
With the 4.21 per cent spending
increase, ratepayers will see a 1.86
per cent increase in taxation in
Wingham, a 2.72 per cent increase in
Blyth and a 1.9 per cent increase in
East Wawanosh based on an average
assessed residential property worth
$161,000. That works out to a
$76.78 increase in Wingham on that
average home, $70.89 in Blyth and
$46.82 in East Wawanosh.
Final taxation values will be
available with the budget which will
be presented on May 2.
Sharing her story
Yris Van der Ploeg, right, spoke to the congregation at
Living Water Christian Fellowship earlier this month and
brought forward a presentation about her Me2We service
trip to the Dominican Republic through St. Anne's Catholic
Secondary School in Clinton. This was the second time in
as many months that the church welcomed in young
members of the community to tell stories of their mission
trips after the Uyl twins spoke to the congregation last
month. Pastor Ernest Dow, left, was sure to thank Van der
Ploeg for her presentation. (Vicky Bremner photo)
