Box 540 21 Gordon Street East Teeswater, ON NOG 2S0 (519) 392-6623 This is a joint surface treatment tender with the Municipality of South Bruce Morris -Turnberry tables '16 budget By Denny Scott The Citizen Morris-Turnberry Council had the daunting task of setting forth the 2016 budget over the past several months and brought what they hoped was a final draft to its council meeting on April 5. The budget was presented at a public meeting on March 15 prior to council's second meeting of the month. The document arrived in its near - final form after three meetings of council starting in early December and, following the March 15 public meeting, staff members were directed to prepare the budget to be adopted by bylaw. As part of the March 15 presentation, council was informed that the taxable assessment for the municipality had increased 8.289 per cent in the municipality, from 2015's $586,119,878 to $634,706,200. Unfortunately, Morris-Turnberry also saw a significant drop in Ontario Municipal Partnership Funding. In 2015, the municipality received $1,048,200 while 2016 saw a 14.55 per cent, or $152,500 decrease in funding that is supposed to offset costs acquired by the municipality in downloading. With those factors, as well as increased Ontario Provincial Police (OPP) costs in mind, the municipality's council and staff set out in December to try and create a balanced budget. The draft budget sits at an estimated $11,273,356 with $8,678,232, or 77 per cent, going to the municipality, $1,658,508, or 15 per cent, going to Huron County and $935,616 or eight per cent going to local school boards. Those figures are yet to be finalized, however. The 2015 budget levy generated by taxation increased 6.97 per cent, however, with the increase in assessment, that may not mean an increase in tax dollars collected for every resident. For every $100,000 of residential assessment, taken as an example, a ratepayer will pay $1,559.99 in Morris-Turnberry which is actually a $10.32 decrease from 2015. One of the largest parts of the budget outside wages, the road construction budget, accounted for $1,212,500. Construction projects include St. Michaels Road, Arthur Street in Lower Town Wingham, Huron Bruce Road near the Belmore Hill, general crack sealing, road studies and tar and chip projects and sidewalk repairs. The Public Works construction budget is up 24.6 per cent from 2015 when $972,500 was budgeted but only $573,196 was spent. Aside from taxation, council also reviewed the water rate for customers in Belgrave. In 2016, users will see an increase of 9.39 per cent for a total of $889.86 per user or $74.17 per month.
