He mentioned the placement of the World War II Sherman tank by the museum, saying that it's often "lost" in the structure of the museum. He hoped that the LAV would be given a more prominent place and that it would draw tourism to Goderich, as well as Huron County. As for Huron County's part in the process, Thorne said he hoped the county would provide engineering and construction services in-kind. Extensive engineering will be required, he said, to know if the chosen site is appropriate for such a monument. Chief Administrative Officer Brenda Orchard suggested that staff, specifically Huron County Engineer Steven Lund, prepare a report on the request so those specifics can be determined. The LAV, Thorne told councillors, will cost $17,000 to refurbish and convert it into a monument. The vehicle weighs 42,000 pounds and measures 22 feet high, nine feet across and six and a half feet high. Thorne said it's crucial that communities remember their veterans, whether they're from the First or Second World Wars or if they fought in Afghanistan. He compared the Legion's current proposal to a 1922 one that resulted in Goderich's cenotaph, around which thousands of people gather every year on Remembrance Day. With a piece of land and $5,000, the Menesetung Canoe Club produced the historic monument and now, nearly 95 years later, it is an indispensable part of Huron County history, Thorne said. Huron East Mayor Bernie MacLellan said he didn't need to go through council's usual procedure of directing staff to draft a report and he was prepared to support the project on the spot. Orchard, however, advised against that, saying that engineering is necessary before a monument of that size can be placed anywhere, so the report is necessary for a number of reasons. The municipality needs a backhoe for public works projects, he said, and the department's current backhoe will need $30,000 in repairs simply to bring it to an operational level for one more year. Mills argued that it would be difficult to justify that level of spending for one year of use — at the end of which, the municipality will still have to purchase a new backhoe. Council disagreed, however, and authorized repairs to the backhoe of up to $7,500 with the majority of the municipality's backhoe work to be contracted or rented out. The new backhoe will be revisited during 2017 budget deliberations. Another proposed change to the budget is for a user -pay system in Brussels, resulting from recent street lighting upgrades. Initially, it had been proposed that the Brussels street lighting levy would double in 2016 to help pay for the balance of the project. However, Brussels Ward Councillor David Blaney said that he and fellow Brussels Councillor John Lowe, who was absent, had discussed an alternative to doubling the levy. Current system costs are $79,819, but just under $30,000 will be utilized from the Brussels streetlight reserve, while the remaining $50,573 will be debentured internally to eliminate a potential sharp increase to Brussels residents. The third draft of the budget will be presented at council's March 15 meeting for further discussion.
