ECONOMY FORCES
PRICE SUPPORTS
-(By J. Carl Hemingway)
The.. idea that. price .supports
for farm products .are .all wrong
and that farm prices 'should be
set . on - the . free market keeps
cropping up from •tinte to time.,
Last 'week Dr. Cecil Haver; an
economist at McGill University,
said that CanAda should abandon
the "planned economy" .and re-
turn to free Market. The- flight
from the free market, he said,
may result .rn. less freedom, and
possibly lower income .for the
'farmer. Government ,regulations,
'support - prices and delivery
quotas result in inefficient . use
of resources; he is reported' to
have stated. .
The profesiOr's idea might be
fine if other groups' irr the eco-
nomy were 'willing to do like-
wise, but this is not likely. Man-
ufacturers would not sit idlyby.
while protective tarrifs are re-
moved, labour certainly would
not agree to forgo its bargaining
power, the professions'. are un-
likely to clisland their .associa-
tions through which fees are re-
gulated and, licenses are *Control-
led, and big bUsiness would not
like ,•interference • in its opera-
tions; •
As long as there are tari fs,
patents,labour' union's, profes-
sional associations and monopol-
istic • business ' there can be no
true free markets inthis coun-
Why' then /should farmers be
expected to operate under an en-
tirely different set of rules than
other Canadians?' Or, for that
matter, why should Canadian
farmers be placed .at the mercy
'of an, unrestricted Open market'
in,• 'Competition with, farmers in
other countries who are produc-
ing in protected markets with all
the benefits of .price supports
and production incentives?
• The above is an item from.the

ily,.agree with it but where do
we go from here? r>o, wecon-
tinue with .price' supports. of.
various kinds? Thee haven't
proved to' be the -final answer.
.Do we turnto deficiency pay-
ments? : These seem •to be caus-
ing grave concern in United
States as reported by Secretary
of Agriculture Benson,
Marketing Agencies and , Co -
Operatives seem to be .doing a'
good jOb of getting the market
price for certain products but.
still farmers' net income is ii -
sufficient
