Committee's activities since` giv-

the article, Mr. Percy took ex-
ception to some of the:criticism
levelled • at them in an editorial''
in. the Chesley. • Enterprise on.

While The Enterprise 'did note'
print Mr. Percy's letter last week
which in" the main sought to in-
form , the public as to •what has
transpired in the past 10 months,.
Mr. Schaus picked. out, sections
from:it as. the. basis for the

Dear Mr. Editor:.
In reply. to the ` letter of $r.,
Harrold;. Percy, reeve of Kinloss,
sent to• the press of • Bruce county
last week, it seems that he and
his committee are not discussing
the issue. : of a County Home, so
much. as they ° are making it a
personal attack on : people : who
oppose their scheme.. Cone of the
members "went after", •Bill Smi-
ley ' of the Wiarton Echo. Now
the .Kinloss,. reeve pays a lot• of
attention to,' me Their.' policy
seems to 'be: "If you can't des
troy ;: the '`evidence,.' destroy the
witnesses. The . fact is that we
have never mentioned ;the name
of .Mr. Percy or any member of
his committee •until, now; r
Mr. Percy.: says he acid hiscom-
mittee went. to Toronto: last July
and were told .that the Dept; of
Wdlfare ` said such Homes should'
cost between,' .$6,000 ariE1 $7,000
per bed: Why did they then come
,back . in January with plans for
a Home that would cost almost
$9,000 .a bed?
*It 'is said that the Committee
did. not know the Dept: limited
• such. expenditure .to . about $6.400
e , giveor. take a 'couple'' of
hundreddollars.. ' Why could

In..his letter, Mr.`, Percy :-says
the architects.told the Dept offi-
cials• that. he couldn't cut' down
his plans to get them within $6,-
400 a: bed. Yet, the .fact' is :that
the same architect .• submitted
plans to. the Bruce 'Committee
for a. Horne: 7`that would cost,
$6,600 a bed. : •
_Does it make sense to the peo-
ple of Bruce County that. the
architect : and the • committee
could get 60% ..more. beds ' for
only 10% more money -.-103° beds

'. Is the • architect telling the
committee' what • : ° they should

• him what' . Bruce County wants?
Is there anything More ridiculous.
than that the County Council
votes for a 103 -bed Home but
the architect. ignores them and
submits, plans .to the. Dept. for a
Home with 122 beds? Mr. Percy
said the committee knew nothing'
about these plans. Who is the
•architect . working for? Himself'
Why make .plans for 122 beds at
$8,000 a bed when the Dept. said
it would', not approve : any cost
above :$6,400 a bed or there-
abouts? And When it already re-
jected p1anS far 103 beds at $8,-,
800 a . bed. •
Wesaid in one of our editor-
ials, that Halton County is, erect=
ging a new :Home -of ;139 beds at
a construction • cost of=' $802,000,
but Bruce . County will get 36
fewer.bets for $12,000 more
money. The icost per:abed is about
$5,220 in Halton. Huron County:
is planning a new home 'of over.
170 beds at a cost of $6,400 a bed.
Yet. Mr. Percy seems to agree
with the architect that they
can`t ,lower the cost of the pro..
posed Bruce County Home below

What is wrong with the, plans? .
Why were they ever r drafted in
such a form?
Mr Percy . says "anybody as
smart, as . Mr. Schaus"should
know that thefigure of $8,800 a
, ibed is' only an estimate. . They.
,woitt: know what it will cost
until ..they receive definite ten-
ders, That's right, Grey County
is. ;planning a: new County Office
and Court. House. The original
estimate of cost Was $380,000,
then. it went up to $420,000. After
the County • Council got : through
revising it,. the estimate is now
$480,000. Might we suggest, Mr.
Percy,: that your estimate of a
cost of : $900,000 might be closer
to $1,000,000 or perhaps $1,250,=
000 before you get „through .with.
it?
Now, Mr. Editor, we could go
along with this discussion,;: but
we shall close with. one final
question: Can Mr: Percy and'.hiis
Committee 'tell, us. what it will
cost to operate a Home of 103
beds? Not 'a word has been said
about :this.
Let us not forget that 40%• of
the members : of Bruce County
,Council: voted . against proceeding.
with the plans of Mr. Percy and
his committee. He .says this -was-
n't a true vote, whatever that
means..: 'To us, It : means one.
thing: 40%: were against the
plans.
Any talk about ' the Chesley
Enterprise being opposed to pro-
viding a Home, for those who are
aged, sick or indigent is non.
sense. We . ,have even . suggested
that :it should be built in. Paisley,
as being a central 'point, in the
county, just as the Grey, County
Home is in Markdale, not .in
.Owen Sound, • and the new Huron
County Home is to be in Clinton,
not: Goderich, which is the Coun-
ty Town.
Frankly, .Mr. Editor, nobody as
telling the County Council what
it should do:. ant surely people
have a right : to express an opin- ;
ion. And for the first time in our . •:
40 -odd years of newspaper work,.
we have never . seem municipal
councils, newpapers and private:
people voice such • objections to
a county project as in the case •
with the . million -dollar county..
honie..Everybody can't be wrong,
and . Mr.' Percy right,
In the : past six years, the
County Rate ,paid by :Chesley •has
increased from about: : $9,000 to.
more than: $21,000. It is no won-
der there are protests against
this. "spending spree."
