APRIL 29th,, 1959a . .• . r • THE COUNTY HOME IOOTBALLL The proposed construction of a new County H .Horne for the Aged at Walkerton is a sub- ject which las been. booted around ,for weeks • by the press, county officials and •' the man%on-the-street, who eventually x s going to have to . dig deeply to foot the. "bila, , ' , Growing confusion ,aid uncertaln'ty Seems to be • ;about the net. result : to. date.:' Costs ,are' estirhated to range, frorn'"between $750,0,00 'and• a .million dollars, . of which,- - the province .. pays 50%,•.' but 'which 'still • leaves •a sizeable ,amount for ,40,000 Or less Bruce County residents to. 'pay: _ The Proms vine will. pay 70% of the .maintenance and operating. costs of,. such •.a 'home: •We. have .followed. the press comments fairly closely and have provided' the news- papers ' of the, County with articles on the' subject : written by Warden George Joynt and• County Horne chairman ..Harold Percy, reeve 'of Kinloss,. in`. an ;attempt to; • enlighten..' 'the citizens of the ' County on • this . contro• versial subject. These lengthy' articles have not:••found space, understandably so in soine`. • cases,' in ''all the papers and'' what. purpose they have achieved may . thus be . limited. At leash they, have provided fuel for the controversy. County Council criticism • commenced early in the : year with the.' Wiarton `Echo's • - "bingeA.charge," 'on'' the part' of some mem- bers of .:Council. Then; came the: "spending • spree" criticism as the , County' rate was in- ' 'creased' .11/2, • mills from last year's. ' 'rate. The increased cost of county services can best • be illustrated by' the fact that. in 1956 Luckriow" paid;- $.7, 000.00' in . County; . rates; ' in 1957,'' $9,5'.91'.00; in: 1958, •$10,620..00; .: and this year . it will be • u y_.. P g To where the new County. Hoa '•will': send d the .1 -Ate 'remains to be seen. But . its , construction: ` seems essential is crad a -to -the- rave '. `and : inevitable.,•'Tli l g security' era ' demands it. • The Provincial Government launched hospitalization pro gram. the .first of the its' hospitaliz program, year and. scarcely/ had It become operative before the Ontario J-lospital Services ..Com- • Ynission, ordered the removal of chronic 'care k. patients' from public hospitals What is the answer? : 'Nursing : homes : and bed care . ad- ditions ;, for chronic . and ' senile patients to Homes.. And so, that brings us back to Bruce.. • Reeve Harold Percy and ' his, Committee have worked conscientiously sincecharged with proceeding ; with • this project, and • while they may notpvepll theit would seem thathere were too .mfew•, mernbers of County Council, who .•could;,. intelligently enlightentheir ratepagers on information., and .reports that were submit- ted. , lf'. • quoted correctly, Chesley's repre- sentative could not ,inform. his Board foy. certain, on•', what portion of the: cost 4 the Province Would pay. That may be understandable too. Government . at all levels has become such - a multiplicity ofgrants, cost' sharing, new • regulations and statutes' that it would take the proverbial' "Philadelphia lawyer" to study and keep abreast of what is going on. .. We -don't ptofess to be any authority on the County Home subject • but playing. 'With figures/and• innuendos will sonoth- ing. no - ing. There' is 'wisdorn , in the advise .that has been ' offered to go slow and . take ``a good. look ,at. this •matter. Certainly sound. and. cool-headed consideration is .required... •, While • the location of the new home cannot reasonably be expected to be chang- ed, there are legitimate claims that it should be centrally located. If : the home' were to. be : built at ' Wiarton, it is ' natural that we 'at the South ..end, Would put up ' quite •: holler about it. Unfair circumstances and ; inequalities seem to always be with us .Lucknow,, . for• , years' and *years, has been paying its share of County, grants to. Bruce County hospitals, , Which we never use. -Not until Bruce made a grant to aid the extreme southern muni- cipalities in,.: their share of :.the cost of the newg'win . `at the Win 'ham Hospital, did • g p , we getback a nickel ofthe thousands •• of dollars we have paid to the maintenance. of institutions that are rarely, if' ever, used by Lucknow residents. And in • this vein, , we could not help but feel that the criticism of . the Bruce County,Home_ expenditure would not have, bee • : nearly so loud, if such a sum had been earmarked for wing . additions .to • various' hospitals ,in' Bruce.
