,THE ISSUES •
'Canada's"greatest need is stable and. effective government.
Dear Friends,
A Liberal. Government, :1, believe, will provide: that, ef•.
fective, decisive government,
If it receives a clear mandate from the Canadian people
a Liberal Government . headed by • me will move int-
mediately
ns mediatelyto ensure a steadily growing economy mut
create the' fobs and fob security which are the Tight of
every 'Canadian. It will also .see that all Canadians share
. fairly the benefits 'of that economic growth.,
• These are our goals: To achieve them, it wilt be necessary
to• take; hard decisions. I will not hesitate to make such
decision in the interests of Canada. I wilt forma govern.:
ment composed;' of competent and experienced men, We
wily set out our programme and do • it in terms of priorztiee.
One million new ?obs' in four years .- this isour first
priority and' we>`know how .we will achieve :It. , • ' '
7 For one thing,' a • Liberal Government wilt' immediately
'establish a new • Federal Department: • of Industry. This
Department will use tax incentives,. loans and grants to'
encourage industry to produce more for. Canada and create
more fobs for Canadians. A municipal development and
loan fund will, encourage •our ' towns and cities to. build
%iospitals, •schoots; roads and low cost housing; the.
important social' capital of a prosperous people.
Expanded and. :.mproved..edueational, training :and re-
training is :high on our.list of 'priorities. A Liberal Govern-"
ment will invest in' Canada's future' through .scholarships':
• and loans -to university students: and an extension of 'the
f airily allowance -•-fir high-seh64 tud-entsr7 This -i the'...
kind of iniestment Canada •cannot afford :not "to..make
• ,When Canada's' economy., is growing `again, we: will see
that the' .benefits of •this 'expansi'on are shared fairly
among aap. Canadians.
• One programme we: will,. undertake immediately will cost .'
• the .treasury nothing, but will bring increased' security to,
our older citizens. ‘I refer :to a national .contributory, 'pen -
,'Sion plan which 'will be completely portable. Froin •the.:::
revenue of initial' contributions; the pensions .of these
people not() retired who have not had an opportunity to
. ..eontrzbute-to-the-plan-iuill be raised immediately to $75:0.0''
per month. for single people •and $140,00 per month for
married couples: Pension levels; 'wilt increase ': stectdily
.over a 10 year period until' the plan is.in: full .operation:.
A national- health plan Will be introduced' within the first
four years of a Liberal'""tsovernmenti Our, citizens must
• be abte to guard their health; without. suffering front the
fear of ••excessive medical, -bills: Care''wilt be free for,;'
children, in .school, for people'• over. 45, : and f ori the un.
employed. For all others,: the plan will'pay doctors' bills
over 25:00. per. erson• per year.
Improvement in Canada's economic affairs must be matched
by improvements in .ourexternal: affairs: Canada Must'
regain her reputation as, a nation which keeps .its Word.. '
In 1959 the present government, "in consultation with our'
NATO `allies; made a' commitment, to . accept defensive
nuclear weapons.•' By ' the end of ,1962, • these, weapons .were
Zn thehands'•of'our armed forces, But the government
has refused to, take ,the ammunition : to make "them ef-
fective.
f•f ective.
These.: weapons stand useless, symbols of our failure: to
honour • our promises to .Our friends, .symbois of a :gap : in
the shield of freedom.
The Liberal Government will close that •gap, honour this
nation's. commitments ''to our: allies and take the ammunii
tion with the *.weapons. •
These are national' pledges,' not campaign 'prromises. We
mean to •. redeei our .,pledges. I ask you, the voters of
Canada, to:` give us. the opportunities ik/pariiar'tent to ;do,,
the: job, ,
Yours 'sincerely
