OdaY every responsible Canadian naturally wants to know
where we stand on the defence of our fiation.
, Canada's defence policy must be an important instrument
• of Canada's foreign...policy. The one is an- expression of
• the other, and the two must operate side by side in •
harmony and unity of purpose. •' •
When it became obvious that the-trnited, Nations itself
could not guarantee the •peace ofthe world and protect
free nations from Soviet. Imperialist encroachment, Canada
joined, with. 'other nations of the freeworld in a new
alliance dedicated to the. preservation of peace.,
Mr.r# 4r -
ot-4aurvnt and Mr. Pearson were two of the men. most:
• responsible for the organization known as the North
At/antic Treaty Organization. .This organization recognizes
that the security of each 'countrydepends upon 'the
strength and unity of all. Since it was formed in 1949
not one additional square foot of European territory has
fatien -under. the Soviet yoke., Canada's most important
Contribution to peace and freedom, therefore, has been
its contribution to the strength and Unity of NATO,

As a farmer an
• • , Canada's military commitments to 1ATO havecc•nsisted
: • • of one division of army of .which one brigade group Is
• , .kept in Europe., and' the remainder in reserve in Canada,'
one air .division in Europe, and certain naval units in the'
North 4tlantie available to the Supreme Allied Com-.
Mande,' At/antic as required: Each, of these units has an
: • •
stg ed role as part of the collective strength:
_
The reserve par of our division is in Canada. The Supreme '.
' Allied tontrhander, .Europk has. suggested that its equip-
ment and • supplies be stockpiled in Europe so that troops
could travel 'light, almost as ,airline passengers, and be
available quickly in time, •of emergency.' This is a sug-
gestion which would increase Canada's real contribution
to the strength of the free world and one we should accept.
Our air division is now being reduced to eightsquadrons
of `strike reconnaissance planes. Strike reconnaissance is'
an atomic role which eans going into enemy territory ..
and seeking out. movin argets and destroying them It ,is
considered an important part of NATO deterrent strength
The government accepted this nuclear role in 1959.. The •
first squadron of planes is. now in Europe, and the balance ' • •
will be delivered this year. • •
•
.
• The first Squadron was schedri/ed to go al du Matv 1st,
but will notbe able to because Canada has not. signed. a
. . bilateral agreement with the United States for the supply
,of the necessary. armament. It is for .this reason we are
considered to 'be in default in 'respect to our NAT(icontmztments
-':
'
. .. Similarly With arrangements for the: defence of North
America, , the Canadian government entered into: an , or.' •;:
.• rangeinent• with the United States in the fall of 1957.for
Continental Defence. Certain ocominiVinents have been . .
, undertaken by Canada as its contribution' to Continental '
Defence Which have .not yerteen fulfilled by'Caroda.
. .
••• : The Liberal Party believes that thesecommitments- under;
. . taken by Canada .should be honoured in' full as long as
they are useful for defence. The 'Liberal Party .,believes
