Minister Charles S. MacNaughton
in presenting the estimates of. the
Department to the Legislature.
Increase Municipal Aid
The. Minister st.resSed the "total
roads concept" of the Department,
in which all road 'mileage re-
•gardless of the 'jurisdiction ' re-
sponsible for it is regarded as
forming part of the whole. Asser-
ting that the King's Highway sys-
tem can' reach •full. efficiency. only
when augmented. by ..an ' efficient.
municipal' road network, Mr. Mac-;
Naughton announced an increase
to $1122'',450,000 from $98,800,000 in
the previous budget for road sub-
sidies and other forms of assist
tante . to the municipalities.
The amount allocated to . De-
velopment Roads is ' boosted to a
record $15,500;000, compared to an
estimated expenditure of $10,125,-
000 in the :1963.-64 ,fiscal year. This
kind of direct aid -- whereby the
department bears 100 percent. of
the cost for.reconstruction, except.
for property purchases •and any
fencing required is provided
to municipalities requiring outlays

sources for'roads in .:their local

projects.
Further evidence of. the concern.
of • the:: department for the' road
problems of every jurisdiction may
be' seen, : the Minister said,: in the
fact that more than: 200.: townships.
were advised in 1963 of an in-
erease in: their rate. of subsidy,
following directly upon. new. enabl-
ing. '
nabl-ing,.' legislation enacted, earlier in
that' year.
Again on the theme of how. the.
Department of ':Highways concerns
itself with the- `over all road re-,
;quirements of .Ontario, the High-
ways " Minister dwelt. • at • some
length on: the current County needs
'study. Mr. MacNaughton advised:
that about , a year ;'ago he had
asked all the counties to 'under
take a new ` : needs study' which
will re-evaluate the'road needs of
each . county . road 'system. The . de-
partment . is paying . a' 50 per: cent
subsidy. in each instance,. A- basic,
objective . is to enable- the ..coup-
ties . and the -department, jointly,
to prepare construction programs
in ,which the funds available will
be directed to the areas.. of. great-
est need. Thus, all .roads will con-

— with special reference .to High-

creasing ` evidence of the ' decen-
tralization :of ,industry : which this
type of controlled access ' highway
brings in its wake. •
Reciting the' progress achieved
in expanding both .the .number. of
picnic sites and tables on the
.King's Highway system, the . Min-
ister estimated' that there is . now
an average .of one picnic site for
