MacNaughton in presenting the estimates of. the Department to the Legislature. Increase Municipal Aid The. Minister st.resSed the "total roads concept" of the Department, in which all road 'mileage re- •gardless of the 'jurisdiction ' re- sponsible for it is regarded as forming part of the whole. Asser- ting that the King's Highway sys- tem can' reach •full. efficiency. only when augmented. by ..an ' efficient. municipal' road network, Mr. Mac-; Naughton announced an increase to $1122'',450,000 from $98,800,000 in the previous budget for road sub- sidies and other forms of assist tante . to the municipalities. The amount allocated to . De- velopment Roads is ' boosted to a record $15,500;000, compared to an estimated expenditure of $10,125,- 000 in the :1963.-64 ,fiscal year. This kind of direct aid -- whereby the department bears 100 percent. of the cost for.reconstruction, except. for property purchases •and any fencing required is provided to municipalities requiring outlays well : beyond . their , financial re- sources for'roads in .:their local network. Before the end of the 1963=6.4 fiscal year,.•,some 199'. coun- ties and townships: will have re- ceiv. d 'this type of assistance,'.in the twelve-month . Minister cited in creasing ` evidence of the ' decen- tralization :of ,industry : which this type of controlled access ' highway brings in its wake. • Reciting the' progress achieved in expanding both .the .number. of picnic sites and tables on the .King's Highway system, the . Min- ister estimated' that there is . now an average .of one picnic site for every 12 miles ofd highway..
