Council Was held at the town hall,
'• Kincardine, opening on Monday ev-
ening, 6thinst. As this is always the . heavy seession of the year;,—the
Warden and members were • in.. their
places ready for a strenuous 'week's
work. '
Mayor 'J. - A. McPherson; on behalf'
of the council and, citizens of
dine.' extended a' very hearty . wel-
come to the council, to: which the
Warden replied. The 'council at once'
•got down to work and the balance of
the 'evening was spent. in, considering
the report of the Superintendent of
County Highways: In this report, Mr.
Izzard gave details" . of much Or the

ilroposed'for'+balance Of .the year:,He
also .:pointed%Out. many of the: diffic,„
pities with .which the committee'bave

the .difficulty, with patrol men, The

sections 'and a local man appointed

He received, his instructions from the
Superintendent, the•. general .instruc-
tions ,being the same to all. If the
patrol roan carries out his orders the
work is done. ,The greatest difficulty
said Mr. Izzard, is that too.: many.
men accept :positions and -do. nothing.
Others 'do what' they think .will be:
sufficient,•to. enable,them to hold the
job, .and when they can find nothing-
else td do. ; In this way while some
parts of the, road .are looked : after
and kept •.up. others are not. It is
evidently :impossible, for the •Superin-
tendent or any one •man• to watch
thein all over s60' miles' of 'toad. This
however, is being overcome.. It •takes;
time' to 'find out who are good men
and 'whoare not and'to weed out the.
poor ones, but. this is being done ,and,
