NOTES AND COMMENTS The succeteiou duties for the eight months of 1009 have reached U12,788.85, whieb is $112,788.83 more than the estimate for the ten menthe ending O:Jt, 91 The dues paid during the month of August were $15,482.54 smaller than the average, but eolioitors were not working hard at law feet month. If the average is kept up during the next two months the dues will reach $640,000, as com- pared with the estimate of $400,000. from the street. Moved by Coates. Spotton and Elliott, that this Council is willing to enter into an agreement with Andrew Carnegie for a $12,000 Pablic Library building oo the usual conditions. Moved by Reeve Irwin and Conn. Bone, in amendment, that the question of an application fora grant from Mr. Carnegie for a Pablic Library building bo referred to the Property Committee. to report at next meeting. The motion was carried on the same vote. By law No. 089, providing for loan to W. D. Pringle was read a third time and on motion of Coons Elliott and Mo. Ribbon was passed. On motion of Coons. Bone and Van - Norman, the balance of this year's levy was ordered to be paid to the Public School Board. The Clerk reported that he had re- ceived offers for the $4,000 Town Hall debentures and the Pringle $4000 de- bentures from a Toronto firm at. $7,667 and from Bank of Hamilton at par, and on motion of Omens. Spotton and Bone, the offer of the Bank of Hamilton was accepted. Council then adjourned. That the ooneumption of cigarettes and liquors is on the decrease is shown in the first departmental blue book to Appear in the annual report of the in- land revenue department. During the twelve months ending March 31 the l quantity of spirits prodnoed in Canada was 5,176,048 gallons, a decrease of 1,- 673,715 gallons, as compared with the previous fiscal year. There was a fall- ing away in the demand for Canadian distilled produote, the quantity exported being 311,314 gallons, a decrease of 101,545 gallons. The total excise revenue collected daring the year was $15,048,589, a decrease of almost one million dollars. During the year 192,- 105 371 cigars were ooneumed, as com- pared with 200,133,255 in the previous twe've months. Cigarettes manufac- tured totalled 356,189,380, a decrease of over 28,304,674. The figures in respect to cigarettes have already been an- nounced and commented on. The great reduction in the production and sale was no doubt due in a large measure to the restrictive legislation adopted a couple of years ago by Parliament. TOWN COUNCIL. Mrs. Adelaide Allen, a charwoman living at 58 Queen street west, Toronto, was knocked down by an automobile and seriously injured. The maohine had to be lifted before she was released. The September meeting of the Town Council was held on Monday evening with all the members present except Conn. Redmond. Mayor Gregory pre- sided. Minutes of previous meeting were read and approved.
