THE BUDGET - by BOB BURTON
A lot has been said about the MacEachen
budget and it has all been bad.
It is coubtful if there has ever been a
budget so universally disliked and panned
as Mr. MacEachen's effort.
Could it be the Liberal disguise is wearing
a little thin? One day Mr. Trudeau and his
troops encourage Canadians to invest in the
resources of their country, the next day he
hammers the investor over the head. The
Liberals keep changing the rules of the game
in midstream and everyone lands on their head
on the bottom soaking wet wondering what
happened, and how they went wrong.
Some people say that the only thing certain
about Liberal policy is that nothing is
certain. Whatever.
It is a constant source of amazement how a
man, a politician, can be an expert in one
field one day, say as Minister of Fisheries,
and the next day, due to a cabinet change,
be an instant expert in another field, say
as Minister of Finance. Instant coffee has
nothing on these gentlemen. The Prime
Minister shakes up his cabinet and everyone
walks into a new portfolio with instant
competence and instant light. Where else
can one become so qualified so quickly?
Isn't it true for example that teachers
spend a lifetime trying to prove that they
are qualified whereas the Minister of Edu-
cation, who is their boss, could be so by
virtue of a victorious election and a.
political appointment. Conceivably an
instant expert with no training or experi-
ence in education is telling thousands of
experienced teachers what their job is
all about.
This is not to say that all cabinet ministers
proceed in their jobs by feel and touch but
there can be no doubt many do. Arrogance is
no substitute for brains even though there
are more than enough who would have us believe
so.
God helps those who help themselves. That's
what Mr. MacEachen did. He helped himself to
s billion and a quarter dollars and a 22%
budget increase. All with taxpayers money.
He wanted to give more to the people but he
ended up taking more for himself.
