'Wingham for the Masonic excursion to
Port Stanley on Wednesday of last
Week. Some 200 excursionists took in
this tribe,

Sidewalk Committee on Monday even-
ing, the contract for laying the new
walk on Victoria street was awarded to
Zr. Wm. Guest.
Ingersoll merchants have joined to-
gether and in future will not give dona-
tions for charitable or other purposes or

The injury was so bad that Dr. Red-

Lee, a former well-known
resident of Wingham, died 'it his home

illness. Mrs. Lee and daughter, Mies

Town Clerk Ferguson is taking a two
weeks holiday, visiting at Detroit and

State, was visiting for a few days with

Mr. and Mrs, H. Davis are visiting
for a few days with their son, Mr. J. E,
Davis, at Boston, Mese.

Toronto Wednesday morning, after a
visit with her parents in town, -

Mr. and Mrs. W. G. Patterson.
Miss H. Agnew, of Philadelphia, is
visiting with her parents, Mr. and Mrs.
John Agnew, Lower Wingham.
Mr. and Mrs. Stanley Gordon and
two children, of Toronto, are visiting
with relatives and friends in town.
Mrs. Finch and Mrs. Bert Finch,
of London were visitors with Mr, and
Mrs. A. J. Malcolm for over Sunday.
Mr. John Taylor, of London, was
visiting for a few days with relatives
and friends in Wingham and vicinity.
Rev. D. Perrie left on Tuesday on a
trip to the West, going as far as Edmon-
ton, He expects to be away some six
weeks.
Mrs. John Ritohie and Miss Mary
Ritchie are visiting with relatives and
friends at St. Oatharin5s, Brockville and
Tweed.
Mr. and Mrs. A. J. Alderson, Mrs, J.
Alderson, and Miss A. Kerr spent a few

days at his home in town and left on
Monday for Vernon, B. C., where he
has seoured a good position.

Mr, Robert Currie left this week for
British Columbia, on a business trip in
oonneotion with the winding up of the
estate of his son, the late James Onrrie.
Mr. and Mrs, Wm. Watters and chil-
dren returned to Fordwieh on Wednes-
day after a visit with Mr. and Mrs. D.
Watters. We are pleased to report that
Mr. Watters goes home very much im-
proved in health.
Mr. and Mrs. Peter Drost, of Van-
couver, B. C„ are visiting relatives and
friends in Wingham and vicinity. Mr.
Droit was tormerly a resident of East
Wawanoah, bat removed westward
about twenty-s(5ven years ago, and, this
is his first visit to the scenes of his

BY-LAW N0, 586, 1909
A By Law for the issue of debentures
of the Town of Wfngham to the
amount of $0000 00, for the purpose
of improving the present water-
works aystem o£ the said Town and
for procuring a supply of pure water
for demotic purposes,
Whereas the Municipal Council ,,f the Town
of Wingham deem It expedient and necessary
that the present Waterworks system sliuulet
be unproved aid that the ratepayers and resi-
dents of the ',town should be supplied with
pure water for domestic purposes.
And whereas the said Municipal ('panel
have, through their Engineer, Wm. Mahlon
Davis, procured estimates of the poet of
installing a system of pure water for the put-•
pose aforesaid, which estimates Ort- impended
endc d
hereto, marked. Schedule "A", anti ulnen
amount, in the whole, to $6,000 00.
And whereas it will be necessary to issue
debentures of the said Totvn of Wingltam fur
the said suns of $000.00, as her,•inatrer pro-
vided, which suis is the debt intended to Le
created by this by -lac. , the proceeds of said
debentures to be applied to the said purpose
and no other.
.And whereas the total amount rr,inirrd by
"The Municipal Act" to he raised annually by
special rate for paying the said debt and in-
terest, as hereinafter provided, is 54:ti; 02.
And whereas the amount of the whole rate-
able property of the said Town of Win^Ilam
aceordieg to the last revised asse;smeut roll
is 0773,052.00.
And whereas the amount of the existing de-
benture debt of the said Municipality, ex-
clusive of local improvements secured by
special rates and assessments, is the sum of
$102,61 10, whereof. there is nothing in arrears
of principal or interest.
Therefore the Municipal Couuell of the
Corporation of the Town of Wingham enacts
as follows:
1. The sum of 56000.00 shall be expended by
the Town of Wingham in improving the
ed procuring waterworks system of the said Town
pure water for domestie pur-
poses.
2. For the purposes aforesaid the Mayor of
the said Town of Wingham shall cause de-
bentures of the said Town to be issued to the
amount of $6000.00, which said debentures
shall not be less than $100.00 each. Such de-
bentures shall be sealed with the seal of the
Corporation of the Town of Wingham and
shall be signed by the Mayor or other acting
Bead of the Corporation and also by the
Treasurer thereof.
03. The said debentures shall bear date on
the fifteenth day of . eptember A.D. 1909, and
shall be issued on the day of the date thereof,
and shall be made payable in twenty years
from the said date, at the office of the Treas-
urer, for the time being, of the said 9 own of,
Wingham, and shall have attached to them
coupons for the payment of interest.
4, The said debenture's shall bear interest at
the rate of four and one-half per cent. per
annum, from the date thereof and said inter-
est shall be paid annually at the office of the
said Treasurer on the fifteenth day of Sep- •
tember in each and every year during the ••
cturreucy thereof,
5. During the currency of said debentures a
or any of them there shall be raised annually •
by special rate on all the ratable property of •
the said Town of Wingham the sum of $270 00, •
for the payment of interest on said debentures, •
and the sum of $183,02, for the purpose of •
creating a sinking fund for the payment of •
the debt hereby secured, making in all the •
sum of $453.02, to be raised annually by special •
rate as aforesaid, during each of said twenty •
years. •
6 This by-law shall take effect from and •
after the final passing thereof. •
7. The votes of the electors of the said Town •
of Wingham shall be taken on this by law at •
the following times and places, that is to say, •
on Monday the 26th day of July A. D. 1909 •
beginning at nine o'olock of the forenoon and •
continuing till five o'clock of the afternoon of
the same day, by the following Deputy

BY-LAW NO. 588, 1909,
A By -Law to plane the Waterworks and
EIectric Lighting • Systems o1 the
Town of Wingham under the Con -
trot of a Commission.
Water-
works nd Electric as it is eLighting SystemsWof the
Town of Wingham tinder the control of 8
Commission, under the authority of ” The
Municipal Waterworks Act " and " The Mum
eipal Light and Heat Act ", and amendments
thereto.
Now, therefore the Municipal Council of the
Corporation of the Town of Wingham enacts
as follows
1. On, from and after the tenth day of
January A. D., 1910, tbe Waterworks and
Electric Lighting Systems of the Town of
Wingham shall be managed and controlled by
three Commissioners, one of whom shall be
the head a of the Council, soil for the time being,
and the remaining two of whom shall be chosen
by the electors of the Municipality at the times
and in the manner provided by The Munici-
pal Waterworks Act" and "The Municipal
Light and Heat Act " and amendments thereto.
2. The first election of Commissioners for
the purposes of this by-law shall be held at the
time fixed for holding the next ensuing annual
Municipal election of the said Town of Wing -
ham,
3. Said Commissioners shall be known as
The Water and Light Commissioners of the
Town of Wingham' , and shall have, possess
enjoy and exercise alt the rights, powers and
privileges, and shall perform all the duties of
Commissioners given, allowed and required
under authority of the said Acts and amend-
ments thereto.
4. This by-law shall come into force and
take effect from and after the final passing
thereof.
5. The votes of the electors of the said Town
of Wingham shell be taken on this bylaw at
the following times and places that is to say:
On Monday, the 25th day of July A. D., 1009,
commencing at the hour of nine o'clock in the
forenoon and continuing till five o'clock in the
afternoon of the same day by the following

We do not mean by the above statement that these shoes
are uncrackable, because t very shoe (patent leather or
