ARCH 18. 1909 NOTES AND COMMENTS • • the entries np to the last day of Feb- ruary on the books of the finance de- partment show a total revenue of $75,5104,822, a'deorease of $12,096,477, as compared with the corresponding period of 1207.8. Mr. William Proudfoot, S. C., Lib- eral member for Centre Huron, in the entree of his thoughtful and construe. tive contribution to the Legislative budget debate on Wednesday of last week, declared for advanced temperanoe legislation. He advocated the absolute abolition of the 'Menne system. "I hope," said he, "that the time is not far distant when our Provincial Treasury will be no longer enriohed by the sale of liquor licenses; the time when intoxi- cants will be treated as other poisons are treated. It is, to my mind, a standing disgrace to welcome the receipt of mon- eys for licensing the sale of what we characterize as a cnrse." Mr. Prondfoot observed frankly in making hie radical recommendation that he spoke for him- self. It was the expression of individual convection. The address of the member for Centre Huron, if somewhat discur- sive, was a distinct uplift to the tone of the debate. It was alike critical and conetrnative. He declined to take up the battledore and shuttlecock of anti- quated ntiegnated happenings. H Musgrove, B. P. P for N•irth iron has been placed on three of the Vislature committees—Pablio Ao- huts, Printing and Fieh and Gime. Pm. Prondtoot, M P. P. for Centre Iron, introdnoed a bill in the Legiela- e on Friday asking for the repeal of a three-fifths clause in the local option te. Major J J Craig, M. P. P. (East ellington,) has a notice of motion of a which will make a radical change the Assessment Aot. By it alejor 'aig proposes to empower municipal - 'es to hand over to a bank its tax aedule, and to allow the bank to do e oolleoting. kn the House of Commons on Thnrs- y last, Dr. Chisholm asked how many res &I. Government lands are still un- posed of by the Government in the est.?.; Mr. Oliver gave the following prox+mats figures:—Manitoba, 17,- 2,240; Saskatchewan, 104,878,854; iberta. 117,369,650 A total of 239,- 0,749 acres. )The figures of Canada's trade for ebruary tell the same story of return - g good times as that told by the in - eased government revenues for the oath Total imports entered forborne ,usumption were $23,125.380, an in - ease of. $2,183,614 as compared with .-bruary of East year. This is the first rge increase in imports recorded for 'er fourteen months. Take the case of a farmer, who owns perhaps a hun- dred acres of land assessed to say $5,000, Suppose this man had two or three sons at home, over 21 years of age. He can have himself and perhaps his three sons placed on the list of municipal voters. It is altogether different in a town or village. The owner of property in a village assessed at $100,000 has no right under the Assessment Act to have even one son placed on the municipal list of voters or in some way, put the son in the position of a tenant of part of his pro- perty for the same purpose. Why this distinction? No one wants to decrease the privilege of the rural voter. In a long - stance race it is not the runner who singe that is Iikely to win, his spas - odic efforts exhaust him, reaction sets , and he falls to the rear, while the Amer who keeps np a steady jog usual - wins. So in moral reform mOve- ennte. Steady progress Is best even it be slow. Moving rapidly in ad - ince of public opinion usually serves, the long run, to retard progress.— amtiton Herald. ABOLISH THE SENATE. The Ohesley Enterprise favors abolishing the Senate, and the TIMES heartily agrees with the Enterprise. We do not need the Senate and in re- taining it the people of Canada are put to considerable unnecessary expense. The Enterprise in figuring out some of the items of the cost of the Senate says:—In one session the cost to this country for magnifying glasses for the 86 sad eyed Senators was $823 25. Their travelling stationery cases cost dear old Canada $1,486.77. They were supplied with 167- fitt.d cases at a cost of $2,170 54. And parse bags in which to carry the wad amounting to $2500 annually they get out of the pnblio treasury for services, supposed to be rendered, coat the taxpayers of this country $583.27. And 12 dozen scissors were bought for the 86 senators at a cost of $129.60. If the Auditor's Report into which some hard-working farmers should have a peep, only showed thread, buttons and needles, they might do their owe patching and sewing on of buttons, rendered necessary by an ever increasing expansion from eating and drinking and little bodily exercise. But the scissors do not complete tie list. The public paid for 9 dozen ivory pocket pencils costing $108.98. Gold pendia were purchased nt a cost of $1001.56 and eleven dozen knives at $292.17. And in the face of all this extravagance members like Nesbitt of North Oxford will stand up and defend the Senate, He must think the farmers in his riding will stand for anything so long as it comes from a Liberal member. The Senate has got past the point of refor- mation. All that remains is to petition the British Parliament to amend the B. N. A. Act of 1867 by abolishing the red chamber. Tne financial statement of the Do- iuion for the month of February dicates that the difficulties which the armee minister has had to meet during Le past year or so in respect to falling venues and increasing expenditures e now practically at an end. The tal revenue for the month was $6,5567,- 16, as compared with $6,577,027 for ebanary of last year. Expenditure on ensolidated fund account was $3,963,- 16, a decrease of $424,192, and on tpital accounts $22,486,553, a decrease $1,036,436. The net debt of the ,om]nion decreased by $171,237. Dur - g the month the customs revenue creased „by $41,000, and the miscel- ,neons revenue by $128,140. The reise revenue decreased $123.239. For it eleven months of current fiscal year "After taking three bottles of your wonderful medicine, our baby was entirely well and needed no more medicine.
