For ilmost twenty years the dredg-
ing of the Teeswater, or Mud, River has I
been a matter of contention among the J.
ratepayers. of Culross Township. In
the northern part of the,townsnip there
is much river bottom 1 nd which is an-
nually fioo..ted.by the spring freshet and
the owners- ---this- land want jto
several bars in the lower ` part of the
river rem-ived in order that the water
may have freer paisage, , But those not
directly interested, which` is a consider
able majority; have opposed the ueces-
nary expenditure, aud,aiiaticfaciory ad-
justment of the tax levy appears to be a
difficult matter.
The controversy has just now come
up in a rew form and it looks as though
the dredging may be undertaken though
the preseet council and apparendy a

carried out. An agitation against the
enterpr{se de' -eloped last 'summer and
at the municipal election in ilinuary
the council, of 191k? was defead to a
man, and a Board opposed to• :ge dredg
ing• scheme wase elected. • In May the
engineer, who had been engaged by the
cout':cj1 of 19,1 e, asked 'fur an extension
of time in which'to make his report,
claiming, that hist work had been d -
layed by unfavorable weather., This
apparently gave the new-eouneil an op-
portunity to block further progress with
the work; for withot,t the engineer's re-
port nothing could be done. Tile couln:
•cil therefore promptly. refused an exten-
sion of time to the engineer. '
But those in favor •ot dredging did
not let the matter end there. Under
the law, they have an appeal to an
"official referee"—at present Mr: Geo.
Henderson, of Toronto. This man has
a great deal of authority, and under cer-
ta in 'circumstances can overrule the
local council. Iu the case of, Culross

So the engineer's report will - new be
completed, and if he says that the river
ought- to be dredged, the council will
have no .option but to go ahead and
have it done.
A curious feature of the law in the
matter is that once the referee takes
