Keillor gains provincial recognition
Former teacher at
Huron Centennial
Bayfield resident Florence Keillor was
honoured on October 22 at the Gala
Banquet of the RTO Senate for her con-
tributions at the provincial level to
retired teachers and education work-
ers. RTO is an organization of over
70,000 retired teachers and education
workers from Ontario and British
Columbia.
Flo is a member and former Presi-
dent of RTO District 9 which encom-
passes retired teachers and education
workers from Huron and Perth public
and separate school systems.
From 2001 to 2010, Flo contributed to
RTO/ERO at the District and Provincial
levels in various leadership roles. The
Distinguished Member Award recog-
nizes not only a decade of devotion to
RTO, but also the quality of Flo's contri-
butions. Her personality, professional-
ism, competence and related experi-
ences allowed her to be an effective
leader in the District and across the
province.
In her pre -retirement life Flo spent
many years as a French and intermedi-
ate teacher at Huron Centennial School
in Brucefield, and some time as French
coordinator for the Huron County
School Board. She was a long time
member, executive member, and even-
tual president of the Huron Women
Teachers' Association as well as a mem-
ber of several elementary teachers'
negotiating teams. She was also a long
time advocate for women's issues and
mentor to many female teachers.
Flo joined RTO/ERO in 1999 after
many years working on the provincial
executive of the Federation of Women
Teachers and its successor, the Elemen-
tary Teachers Federation of Ontario. For
10 years after she retired, Flo also
chaired Ontario Teachers' Federation
board meetings, where she was privy to
a great deal of information on the teach-
ers' pension plan.
Her experience in this area made Flo
a real asset as the district's first Pension
and Retirement Concerns representa-
tive. Elected to the district executive in
2003, she served as 2nd Vice President,
and moved up the ranks to president
and past president from 2003-2006.
As president of District 9, Flo took a
strong leadership role in the dissolution
of the two units of Huron and Perth to
create one overall district. She also saw
the need to create a closer contact with
unions and school boards. Her work
with federation reps and the school
boards laid the foundation for the co-
operation that still continues today.
Flo was a member on the Provincial
Pension and Retirement Concerns of
RTO for seven years and chair of that
committee for over four years. Yet she
continued to assist with retirement
planning workshops at the district

As Provincial chair Flo increased dialog between provincial
and district representatives, ran workshops and provided
manuals for district reps, and undertook a major revision of
the hundreds of fact and information sheets RTO makes
available to its members to help them navigate their way
through their retirement years.
Despite her soft-spoken manner and quirky Newfound-
land humour, Flo has proven herself as a determined leader
with a lifetime of professional achievements. Flo was also a
recipient of the Ontario Teachers Federation Fellowship
Award in 1998, of the first ETFO President's Award in 1999
and she received an Honorary Life Membership from ETFO
in 2000. In 2002, she received the Queen's Golden Jubilee
Medal.
Flo and her husband Don reside in Bayfield and continue
to contribute to community organizations. The monetary
value of her award will be donated to the Huron Women's
Shelter of which she has been a long time advocate.
District 9 is very proud of Flo's accomplishments and con-
tributions to RTO and was proud to nominate her for this
award.
