Committee procedures debated at Huron East Council

Should councillors who are not part of a
specific committee be allowed to sit in on
closed session of a meeting?
That was the question Huron East
Mayor Bernie MacLellan posed to his fel-
low members of council at the Nov. 5
meeting.
MacLellan said he was asking the ques-
tion to see if they could settle on a consist-
ent decision.
Recently a member of council had sat
in on the closed portion of a committee
meeting without being a member.
When the municipality had queried
Municipal Affairs whether this was
appropriate, MacLellan said they were
told it was not but they had also received a
legal opinion that it wouldn't be a huge
issue.
The question sparked feedback from
councillors in favour of both sides of the
argument.
Seaforth Ward Coun. Nathan Marshall
has sat in on meetings of committee he is
not a member of and he feels it helped
him to be better prepared to make deci-
sions at council.
"I don't see how being more informed
is a bad thing," he added.
Tuckersmith Ward Coun. Larry
McGrath said if any councillor has an
interest in something a committee is dis-
cussing, they should be allowed in.

disagreed, stating, "I don't think
they should be:'
The mayor said he would like to
see something in writing about the
issue.
"By a making a by-law, we've
got a process we are following,"
MacLellan said, adding that they
are "loosey-goosey" on the issue
and he doesn't want to be in that
position.
Diehl questioned how they
would handle instances where
there could possibly be a conflict
of interest.
It was decided by council that
administration should have more
time to provide feedback on the
issue before a final decision is
made.
