A report from treasurer Terri Taylor at a Nov. 25 budget meeting shows an increase of 7.34 per cent in levy require- ments over 2013. While that technically could translate to higher taxes, the assessment roll will ultimately decide what affect new growth in Central Huron will have for the coming year's finances. New growth in the municipality will increase the tax base and hopefully lower rates, but the cost of everything is going up and other sources of funding are being reduced. The province has stated there are more cuts to come in 2015 and 2016. Total OMPF funding for Central Huron in 2014 will be $2,000,300. Policing costs are increasing by 8.55 per cent, or $112,176 this year, making the total money spent on policing in Central Huron upward of $1.3 million - about one quarter of the total levy amount. Wages for municipal staff and council will rise 1.5 per cent for the next two years, ending in 2015. Levies for the Ausable Bayfield and Maitland Valley conservation authorities are both on the rise this year, with the ABCA up three per cent to $32,983 and the MVCA up six per cent to $123,015 and an additional shoreline levy of $1,360. Meanwhile, council has approved in principal a short list of capital expenses for the coming year. First and foremost is the purchase of scheduling software for municipal rec- reation centres for $4,000. The software is designed to allow people to book at any facility in Central Huron and see the schedule, as well as provide an advertising medium for arenas. Phase one of the water meter replacement program has also been approved in principal at $50,000 over the next three years. Bridges on Orchard Line and McKillop Road make up the largest of the pending capital costs at $120,000 and $217,000 respectively. Final tax rates are not expected in until the New Year, once the county and education rates are set.
