Clinton News Record, 2014-09-10, Page 66 News Record • Wednesday, September 10, 2014 Council approves two zoning bylaw amendments Tara Ostner The Clinton News Record Two different applications for zoning bylaw amend- ments were presented to Central Huron council last Tuesday night. The first zoning by-law amendment involved chang- ing the zoning at the lots at 35062 Old River Road from Residential -Low Density - Special Zones (R1-30) to Resi- dential -Low Density (RI). The rezoning is required because the applicant, Rick Penhale, applied to enlarge a neigh- bouring lot. Coun. Alex Westerhout noted that the lots in question were quite sizeable and asked what the chances are of future development. Huron County Planner Monica Walker -Bolton responded by stating that there is potential for this. The second zoning by-law amendment involved chang- ing the zoning at the lot at 79995 Pondsview Road from Agricultural -Commercial Industrial - Special Zones (AG3-1) to Agriculture -Com- mercial Industrial - Special Zones (AG3-8). The new AG3-8 special zone adds a pool and spa sales and ser- vice business to the existing permitted uses. Walker -Bolton recom- mended that the application for rezoning be approved and, in the end, council voted in favor of the approval of the application. Box 33, Bayfield, ON Phone 519-565-2899 Fax 519-565-2899 Council questions overall efficacy of digital sign in Clinton Tara Ostner The Clinton News Record Last Tuesday Genny Smith from GS Consulting delivered to Central Huron council a short presentation regarding activities that she has under- taken as the community improvement coordinator for the Clinton and Central Huron Business Improvement Area. Smith discussed the Racing Heart 5km Walk/Run and 10km Trail Run held in July, the upcoming Amazing Race in Clinton on September 26 and 27, the annual Ridge - town student dinner held last week at the REACH Centre and the digital sign located on Highway 8 in Clinton. Council had numerous questions and comments most of which concerned the digital sign. The main problem, as everyone agreed, is that the one year-old sign has not generated the kind of revenue that council was hoping and various council members questioned its overall efficacy. Coun. Alex Westerhout got straight to the matter when he asked Smith what went wrong with the sign and what she was going to do to fix the problem. Smith acknowl- edged that there has to be more advertising on the sign and assured council that find- ing more advertisers will be her top concern moving for- ward. Coun. Westerhout also pointed out that the sign has had technical problems to which Smith responded by saying she was "working on solving the problem." Coun. Marg Anderson also pointed out how the clarity of the digital sign in Mitchell is "much better" than Clinton's sign. Smith responded by stating that she has been attempting to contact people at the company that made the sign, however, they have been "very hard to get a hold of." Smith also told council that she has suggested that "full maintenance" be per- formed on the sign. Coun. Brian Barnim attributed the problems with the sign to a bad location and old technology. Questions concerning exactly who may advertise on the sign were also raised and the mistaken idea that only BIA members could use the sign was corrected. In fact, anyone may advertise on the sign, however, BIA members do receive a discount. At the end of the discussion, Mayor Jim Ginn shared his views regarding the sign by stating, "we're not happy with it, you're not happy with it" and suggested that the ulti- mate problem may likely be due to a software problem. Bluewater supports Bayfield dog park but not in proposed location Delegations for and against the proposed location made presentations to Council last Tuesday night.
