ROAD TO NOWHERE
Mill Road residents received some bad
news in January - the Maitland River is off
limits.
Following a public delegation in Sep-
tember asking for river access to be rein-
stated at the bottom of Mill Road, council
decided to check the property registry to
know for sure where their turf ends and
where private property begins.
The search, conducted by Donnelly
and Murphy, showed the municipality
never actually had access or right of way
to the land.
The previous owner allowed access to
the river through the property. The new
owner will not.
MEET AND GREET
Three meeting dates have been set for
the municipal feasibility study in 2014.
The study, conducted by GS Consulting,
will be focused on youth, volunteers and
active living, and involves interviews with
numerous community group representa-
tives. Included on the list are minor soc-
cer, hockey and baseball, secondary
schools, the Huron County Health Unit
and ec-dev department, as well as the
raceway, YMCA and REACH.
Public meeting dates are April 24,
June 19 and October 9 with the loca-
tions to be spread between Clinton,
Holmesville and Londesborough.
The interviews are to be conducted
from February to April, according to the
terms of reference, with the final report
due back in December.
MPAC IMPACT
Farmland represents the biggest
increase in property assessment, as
MPAC predicts a rise in assessment
value of 55 per cent between 2012-2016.
Residential properties will increase 15
per cent and properties in the `other'
class will see an increase of 13 per cent.
Commercial properties will see the low-
est increase in assessment value, at just
five per cent.
Total assessment value of
all property in Central Huron
will rise from $1,053,505,292
in 2012 to $1,339,946,400 in
2016 - a difference of about
28.6 million.
According to figures pro-
vided by MPAC to the
municipality, the residential
tax rate will be $602.48,
down from $639.95.
The total assessment base in
Central Huron has seen slight
growth in 2013, at $10,752,288
- an increase of .93 per cent.
PERMISSION GRANTED
Building permit remained
the same for the past two cal-
endar years, with a total of 140
issued in both 2012 and 2013.
The figures from the building
department show more reve-
nue was brought in via permits
in 2013 - about $15,000. The
increase is due to the nature of
the permits - agricultural busi-
ness and new residential.
Central Huron brought in
$105,942 in permit fees in
2013.

Escalating police costs are just one
more millstone around the municipal
neck.
Huron -Bruce MPP Lisa Thompson said
the issue spans the province, and repre-
sents yet another discrepancy between
rural and urban Ontario.
"We just worked through a series of pre-
budget consultations, and the OPP for-
mula is one of the top three issues coming
up," she said. "The province is corning up
with a cookie -cutter approach - one size
fits all - with no regard to ability to pay."
At the Rural Ontario Municipal Associa-
tion meeting in February, Thompson will
be hosting meeting between Progressive
Conservative caucus members and
Huron -Bruce municipal representatives.
The goal is to give a bird's eye view of the
rural struggle to meet a Toronto-based
spending formula.
"From a local level, I'm encouraging all
municipalities to raise their voice," she
said. "This OPP formula will be a huge

When OPP increases are
coupled with reductions in the
Ontario Municipal Partner-
ship Fund, municipalities are
going to have a hard time mak-
ing
aking ends meet in 2014, Thomp-
son said, adding Queen's Park
needs a reality check. A pro-
posed wage freeze for all pub-
lic service workers was voted
down in 2011, though she said
it might be time to revisit that,
now that municipalities are
dealing with the fallout.
"When times are tough we
all have to do our part and a
universal wage freeze should
have been something to at
least be considered," she said.
"Going forward we have to
respect the taxpayer."
While municipalities have
been quite vocal about how
unfair the current system is,
Thompson said she has heard
nothing from the OPP.
"What I've heard is that peo-
ple just can't handle it at this
stage of the game," she said.
"We need to take a look at the
type of services we need in
small town Ontario and make
sure dollars are allocated."
