Catching up with Coun.
Westerhout on 2013/14 survey
Clinton News -Record
In our January 8 edition, we talked to Cen-
tral Huron Council about their thoughts on
2013, and their expectations for 2014. How-
ever, we missed one - Councilor Alex Wester-
hout. Here, then, is Coun. Westerhout's
response to our council queries.
What was council's biggest success of
2013?
Council and staff are working well together
as a cohesive team. As well it would appear
that we will end the year 2013 at or very near
our budget targets.
What was council's biggest challenge of
this past year and what is the biggest chal-
lenge in the coming year?
Same challenge for both years - arriving at
and meeting the targets of a responsible
budget while costs continue to increase as the
Province downloads services and cuts finan-
cial support to municipalities.

What is one regret you have from council
in 2013?
(Or, what would you do differently in
retrospect?)
My biggest disappointment is that the
REACH centre is moving forward slower than
originally planned.
What is your top personal priority on
council for 2014?
My personal priority for 2014 is to get
accurate numbers out about the REACH
operations, have a rational discussion about
how far we have come and where we as a
municipality want to go in the future with
this facility.
Are you going to run for office again in
2014?
(Why/why not?)
I have enjoyed my time on council and the
challenges that we have faced. I am interested
in running again, however, the four-year com-
mitment is a large block of time and I will
decide later this year.

and the hiring of GS Con-
sulting to carry it out.
While the board said
they are in favour of the
objectives of the study -
including youth retention
and volunteerism - they
feel they were not prop-
erly consulted.
The BIA is a partner in
the study, though the
selection process hap-
pened at the municipal
Steering Committee and
was later passed by coun-
cil, who also had some
debate on the matter.
Councilor Alison Lobb
submitted a statement to
be read in her absence at
the Jan. 20 meeting of coun-
cil, outlining both the BIA's
concern, and support.
"Too little information
was provided to either the
BIA or the council, either
deliberately or by omis-
sion," she writes. "Terms
of Reference and the Fea-
sibility Study Collabora-
tive Agreement should
have been shared with all
well in advance of request-
ing a decision."
The strongly worded
statement also asks for
monthly reports from the
Steering Committee, as
well as monthly reports on
the progress of the study
itself.
Ultimately, the BIA
board passed a motion
supporting both the study
and hiring GS Consulting
for the job.
