Morris-Turnberry faces another OMPF reduction Morris-Turnberry councillors will have an uphill battle trying to create a balanced budget next year due to cuts in provincial funding. During council's Nov. 21 meeting, Administrator Clerk -Treasurer Nancy Michie explained that there are reductions in several grants the municipality receives. Chief among the significant cuts is the Ontario Municipal Partnership Fund (OMPF) which dropped $103,800 to $665,700, a 13.5 per reduction from 2017. Morris-Turnberry will also receive no assessment equalization grant due to having a higher average household assessment than the threshold for the program. The municipality will only receive $328,200 in transitional assistance funding, $144,300 less than 2017's $472,500. Michie stated that the change in OMPF and increased Ontario Provincial Police (OPP) costing would require a 3.39 per cent increase to the tax levy or commensurate cuts to the budget. Council was frustrated by the news, with Councillor John Smuck saying he didn't agree with the province's decision that a municipality with higher assessment should not receive the assessment equalization grant. Michie explained that the grant is for municipalities with low average assessments to help cover servicing costs, however Smuck still felt the formula is flawed. Council continues its budget process with a special meeting on Dec. 12 at 7 p.m. at council chambers.
