County report doesn't paint whole picture: council

advancements in technology.
Councillor Dave Jewitt, however,
respectfully disagreed, saying that
companies were continuing to move
away from human interaction in
terms of customer service and
looking to do more and more
over the phone or through the
internet.
In order to effectively review the
building structure of the county,
some councillors felt that these
factors, like advancements in
technology, needed to be considered.
In addition, Jewitt felt the review
needed to perhaps go even further
and take staffing levels into
consideration in order to envision
how the county looks decades down
the road.
First, the consultants said that
keeping the current county building
structure as it is would cost the
county $25.6 million. It was
important, they said, to know that
"doing nothing" would not be
synonymous with incurring no costs
and that it wasn't really an option
without consequences.
Other options presented included
the construction of one new, large
building that would house all of the
county's services, including the
Huron County Health Unit, in one
central location, while another
option considered the construction
of new buildings, but in their current
locations all around the county.
The status quo option would
provide the highest square -feet -per -
person rate at 601, while
consolidating the operation into one
building would have the lowest rate
of 470.
The consultants also scored all of
the options in terms of both their
cost and their quality. While an
option like maintaining status quo
might be the cheapest option, best
quality could be found in the third
option, which would be to construct
one new building and consolidate
the operation under one roof.

structure has been made to work by
the county operation in recent years,

the consultants said that it's far from
perfect.
"Existing buildings are generally
functionally obsolete and poorly
suited to current purpose — options
that re -use existing space have lower
cost, but offer a lower quality
solution," the report stated. "Options
with higher proportion of new space
are more expensive, but will offer
improved accessibility, improved
space utilization, more future
flexibility, improved customer
service spaces and better
environmental stewardship."
If low cost was the driving force
behind the decision, the report said,
optimizing the current building
structure would be preferable, but all
administration would move from
Goderich to Clinton. The option
offers significant quality
improvement, service delivery and
operational improvements and it
optimizes existing buildings.
However, that option would retain a
large proportion of "inflexible,
inefficient and dated space."
Council received the report, but
acknowledged that further conside-
ration was needed before a decision
could be made.
One motion, however, was on the
table. The motion would provide
direction to staff by stating that the
Huron County Courthouse in
Goderich was the "preferred
location" for council chambers.
Several councillors, however, felt
that such a declaration couldn't be
made at this early stage and it was
voted down six votes to nine.
Councillors Tyler Hessel, Jim
Donnelly, Ben Van Diepenbeek,
Dave Jewitt, Neil Vincent and
Warden Jim Ginn voted in favour,
while Councillors Roger Watt,
Bernie MacLellan, David Frayne,
Joe Steffler, Paul Gowing, Art
Versteeg, Kevin Morrison, Jim
Fergusson and Maureen Cole voted
against the motion.
Committee struck

Huron County is looking to create
a sub -committee to help liaise with
local telecommunication companies.
Huron East Mayor Bernie
MacLellan raised the issue at Huron
County Council's Oct. 4 meeting in
the form of a notice of motion and it
was approved at the Oct. 12
committee of the whole meeting.
He said that the sub -committee
should work with representatives of
the local telecommunication
companies to review the use of both
public and private funds.
This notice of motion came just
weeks after Huron County Council
approved a motion to be part of the
Southwest Integrated Fibre
Technology (SWIFT) network. The
move was years in the making as
local companies felt the
government -backed initiative would
kill local companies that have
worked so hard to connect Huron
County to the world.
Warden Jim Ginn and Councillors
Roger Watt, Joe Steffler and
MacLellan will all serve on the
newly -established committee.
