North Huron considering LED streetlight project By Denny Scott The Citizen North Huron Council is considering implementing a cost- saving light -emitting diode (LED) streetlight project, though the extent of the project is not yet known. During council's Sept. 18 meeting, Scott Vokey, Director of Government Relations and Community Solutions for RealTerm Energy, explained that the municipality could see significant savings with the installation of LED lights. After explaining his company's involvement in municipalities throughout the continent, he said that North Huron could expect a 53 per cent reduction in electricity costs through implementing the changes. Vokey presented two options to council: one that would replace all 582 streetlights throughout the municipality and another that would replace only the "cobra -head" fixtures, or the non -decorative lamps, throughout North Huron. The latter option covers 442 streetlights in the municipality and costs less than half of the total conversion, illustrating the expense of the decorative lights, Vokey said. Replacing all 582 street lights would, with a $47,440 incentive grant, cost a total of $401,773, down from $448,993. The lights cost 53 per cent less to run, resulting in an annual operation cost of $94 per fixture, down from $201. Through those savings, the township's investment would be paid back in six years. Replacing only the non - decorative, or cobra -head fixtures, would cost $176,594 after a $44,140 incentive grant, down from $220,734. The LED cobra -head fixtures cost an average of $92 to run, 53 per cent of the current $199 annual cost. The savings would result in the cobra - head fixtures being paid for in just over three and a half years. Of the lights throughout the municipality, the 442 cobra -head would be replaced with one of three different styles of lights. Of the 140 decorative lights, 35 would be replaced with a lantern post -style light, 64 with a 'top hat' -style light and 41 with a downlighting bell - style light. Vokey asked for council's endorsement in moving forward with the project, which will result with a contract being presented to them in the future. Council had several questions for Vokey, the first of which being the quality of light provided. Deputy -Reeve James Campbell said, in his experience, the light is more direct and can result in larger 'dark spots' between lightposts. He asked how that would be addressed. Vokey explained that the lights would be strategically placed to match the current lighting on streets, but did say that people who are used to their front doors or verandas being lit by nearby streetlights would likely notice a significant difference. "There will be no liability for the municipality [for safety provided]," Vokey said. "The lights will be where they are necessary." Councillor Trevor Seip asked if the totals presented were the inclusive cost of the project or if installation would be extra and Vokey said it was an all- encompassing quote. "Because we've done this more than 170 times, we're pretty darn confident that it will cost [what is being quoted]," he said. The only problem will be any place where high voltage lines are close to the lights... Hydro One has to supervise that." Vokey said there are very few Obituaries lights that would require Hydro One's oversight. He also said there is a contingency fund for replacing up to two per cent of the streetlight arms while installing projects, which typically isn't necessary. "We've factored in wiring and fuses [and the arm replacement contingency]," he said. "It will be returned if we don't need to replace the arms." She was in her 86th year. Joan was predeceased by her husband Edward. She is lovingly survived by five children, John (Kim), Blyth; Kim (Paul Orrick), London; Jayne Ritchie (Mel), Lucknow; Jeff, Mississauga and Lisa, Toronto; seven grandchildren and two great-grandchildren. She is also survived by her sister Rose Marie Campbell (Harold) and brother Karl Whitfield (Sandra), her in-laws Wilma Gummow and Jack Watson (Jean) and many nieces and nephews. Joan loved nothing more than spending time with her family, travelling (she and Edward with friends and later on her own with her children) and enjoying all the holidays hosting her family in her home in Blyth. Joan was an active member of her community in Blyth all her life through her church (Trinity Anglican), her bridge club and in earlier years, all the activities with which her children were involved. She loved her gardens and especially her roses. She was a teacher and later worked with her husband Edward in the family business, Watson's Livestock. Friends and family were received at Trinity Anglican Church, Blyth for visitation on Wednesday, Oct. 4 and from 11 a.m. on Thursday, Oct. 5 prior to the funeral service at 1 p.m. The service will take place at Trinity Anglican Church. Lillian was the beloved daughter of Charles and Anne Meyers and beloved partner of Barry Warcimaga. She leaves to cherish her memory, four daughters: Darlene (Daryne) Weiss, Redcliff; Peggy (Rick) Kleiter, Medicine Hat; Jodi (Calvin) Sehn, Saskatoon and Shawna Guckert (Dan Fercec), Medicine Hat; grandchildren, Jordan, Jaylene, Alex (Wendy), Cassi, Karissa, and Brayden; one great-grandchild, Sebastian; her brother, Ronald (Coleen) Myers, Saskatoon; four sisters, Elizabeth Balser, Teeswater; Fran (Bill) McQuarrie, Calgary; Rene (Bob) Richmond, Brussels and Mae (Paul) Chometsky, Saskatoon, as well as numerous nieces and nephews. Lillian did amazing work at the Clients Ongoing Rehabilitation and Equality Association (CORE). She had an infectious laugh and, as a caregiver, put everyone else before herself.
