HE reconsiders council size
By Shawn Loughlin
The Citizen
Huron East Council will again
examine reducing its size after a
debate at its upcoming meeting on
Aug. 22.
After council passed a resolution
to reduce the size of council from 12
members to 11 by eliminating the at -
large deputy -mayor position and
rather appointing a deputy -mayor
from one of the 10 elected
councillors in April, 2016, Chief
Administrative Officer Brad Knight
wanted council to wait until he
drafted a bylaw to make the decision
final.
At council's Aug. 8 meeting,
Knight said that, among other
things, he wanted to wait until the
council restructuring in Ashfield-
Colborne-Wawanosh (ACW) was
made final before council made its
decision.
While Knight thought the ACW
decision would provide guidance for
Huron East, ACW council went in
an unexpected direction, he said,
deciding to elect a reeve and deputy -
reeve at large, one councillor from
each ward and an additional two
councillors at -large.
He also said that budget
implications would be minimal.
While one councillor honorarium
would be eliminated (because the
councillor appointed to the
deputy -mayor position would then
receive the deputy -mayor level
honorarium of $6,989 per year
compared to a councillor's
honorarium of $4,338) the deputy -
mayor appointed from within would
still do all the work of an at -large
deputy -mayor.
The April decision came after a
recommendation from the
Administration Committee that
suggested reducing the size of
council to seven members. One
mayor and one deputy -mayor,
both elected at -large, and one
councillor for each of the five
wards. The committee also
recommended the abolishment of
the administration, personnel and
water and sewer committees and a
move to three council meetings a
month.
Councillor Ray Chartrand, who,
along with Councillor Bob Fisher,
first raised the issue when council
voted down the reduction to seven
members, insists that the move to
abolish the at -large deputy -mayor
position makes sense.
Chartrand presented written notes
on the subject at the Aug. 8 meeting,
saying that he found hundreds of
municipalities and cities throughout
Ontario that function without an
at -large deputy -mayor and he felt it
was a good way to improve
efficiency at the council level.
In his report to council, Knight
worried that eliminating the at -
large deputy -mayor position would
hurt democratic engagement in the
municipality — both from a voter
turnout standpoint and by
encouraging fewer people to
run for elected positions in Huron
East.
The bylaw, which has now
been run through the legal
vetting process ahead of the
2018 municipal election, will be up
for debate at council's Aug. 22
meeting.
Mill Street project to go ahead
By Denny Scott
The Citizen
The long-awaited infrastructure
work on Mill Street is slated to start
next month.
In early August, pre -construction
started on the project which will
see improvements to road
infrastructure resulting in more
controlled overland stormwater
flow, as well as changes to alleviate
flooding on the sanitary sewer
system.
The project has been on North
Huron Council's to-do list for years
with provincial funding being
sought for nearly half a decade.
During a recent Blyth Business
Improvement Area (BIA) meeting,
Interim Chief Administrative Officer
Larry McGregor explained that
the construction is expected to start a
week after Labour Day and that
this phase of the project will be done
by the end of October. He said
those estimations are weather -
dependant.
During the construction, portions
of Westmoreland Street will be
inaccessible. In addition, he said
it is foreseeable that during the
Festival of Wizardy in October,
the Bainton's Old Mill parking lot
will be inaccessible. The business
itself, however, will be accessible
on -foot.
This phase of the project will
include work nearly to the
intersection of Mill and Drummond
Streets.
For more information on the
project, contact North Huron
Township at 519-357-3550.
