Huron East, Morris-Turnberry approve fire
With the departure of a fire
official it shared with neighbouring
municipalities, Morris-Turnberry
council started looking for
alternative fire prevention and
protection service arrangements.
After discussions with Huron
East, the municipalities announced,
earlier this year, that Morris-
Turnberry would buy a 45 per cent
capital share of the Fire Department
of Huron East's Brussels station,
providing them with fire coverage
and provincially mandated fire
officials. During the two
municipalities most recent council
meetings, the agreement was
finalized.
HURON EAST
Huron East Council made the
municipality's new arrangement
with Morris-Turnberry official last
week, passing a bylaw to confirm its
new fire agreement.
Council passed the bylaw at its
June 20 meeting with no debate.
Chief Administrative Officer Brad
Knight, however, did discuss a
number of points of the agreement
with council.
Knight said that the new
agreement under which Morris-
Turnberry would purchase a 45 per
cent stake in the Brussels division of
the Huron East Fire Department,
will take effect on July 1. With the
new arrangement, Knight suggested
that a new committee be struck and a
meeting scheduled to deal with
restructuring the budget for the
second half of the year based on
Morris-Turnberry's buy -in.
Knight suggested that the two
council representatives for that
committee be appointed at council's
next meeting, which is scheduled for
July 4.
In the agreement, it states that the
Huron East Brussels station will
provide fire suppression, rescue
and emergency services, communi-
cations, hazardous materials
response, medical tiered response,
fire investigation and fire prevention.
In addition to the buy -in, the price
for calls will be a flat rate of $300
for trucks for the first hour and $200
per hour for subsequent hours, plus
the wages for the firefighters.
MORRIS-TURNBERRY
With a cheque in the mail and all
the bylaws passed, Morris-Turnberry
has completed its plan to buy part of
the Huron East Fire Department's
Brussels station, providing coverage
for the Morris-Turnberry residents
while at the same time meeting
provincially mandated fire service
requirements.
Morris-Turnberry Council passed
several bylaws during its June 20
meeting rescinding existing fire
protection services, adopting a fire
services agreement with Huron East,
appointing Huron East's Fire Chief
Marty Bedard as Morris-Turnberry's
fire chief, chief fire official and fire
prevention officer and approving the
$176,771 capital buy -in to the
department.
The buy -in will see Morris-
Turnberry own a 45 per cent share in
the department to be paid out of
Morris-Turnberry's fire reserves,
thus having no effect on the 2017
budget.
Mayor Paul Gowing said that he
had heard significant positive
feedback on the issue during his
travels, specifically at the
firefighter's breakfast held in
Brussels on Father's Day, June 18.
"I was approached by several
individuals while at the breakfast
who said the move was a positive
one," he said. "They said this should
have happened several years ago.
That was a nice surprise and there
was a positive atmosphere around
the decision, especially from the

firefighters themselves."
Morris-Turnberry Administrator
Clerk -Treasurer Nancy Michie said
the draft agreement had been
approved by the Ontario Fire
Marshal's office which described it
as fair to both parties. Michie said
the Fire Marshal's office approved
the document and that information
was received just before the council
meeting.
Gowing congratulated Michie on
working through the process before
saying that Huron East had been a
pleasant partner to work with on the
project from start to finish.
"It was really great working with
Huron East on this," Michie said,
agreeing with Gowing.
