Huron East budget
final draft coming
The Huron East budget process is
nearly complete, with the final draft
of the budget scheduled to be
presented to the public on April 4.
The budget's third draft was
presented to Huron East Council at
its March 21 meeting. That draft was
balanced, with a five per cent
increase to the municipal levy.
The municipal increase, coupled
with the Huron County increase of
4.3 per cent, equates to the a 9.31 per
cent overall increase across the
municipality. How the wards will be
taxed, however, will differ
drastically from one another.
In breaking down the changes to
the municipal tax rate, the rate will
decrease in Seaforth by 0.1 per cent.
In Brussels, however, it will increase
4.7 per cent, thanks in part to an
area -rated street -lighting levy of
$50,000, which is up from $25,000
last year.
Tax rates in the rural wards will
rise more dramatically. The rate will
increase six per cent in Tuckersmith
and 7.4 per cent in both McKillop
and Grey. This is due to the shift in
farmland values.
Treasurer Paula Michiels added
that while two of the three budget
components are now known — the
municipal levy and the county levy —
the education rate has yet to be set,
meaning that the budget could be
further affected at that time.
After discussion surrounding the
second draft of the budget earlier
this month, councillors decided to
remove the proposed expense of a
new backhoe for the public works
department, which accounted for
$150,000 in the 2017 budget. In
order to repair the municipality's
existing 2005 backhoe, $19,000 for
maintenance was added back into
the budget for the third draft.
In addition, the municipality's
one-time draw on its bridge reserves
in order to help finance the
International Plowing Match in
Walton has been reduced from
$600,000 to $558,000. This
withdrawal will leave the
municipality's bridge reserve with a
balance of just over $1 million.
Michiels also provided councillors
with requested historic figures in
order to grasp the severity of Huron
East's tax situation in reference to
rising police costs and decreasing
provincial funding.
Michiels told councillors that
since 2013 the municipal levy has
increased 67.6 per cent. This is
compared to a 57.2 per cent decrease
in money from the Ontario
Municipal Partnership Fund
(OMPF) and a 12.8 per cent increase
in policing costs over the same
period.
