County proposes `Corporate Kaizen' plan

Huron County is looking to
implement the Corporate Kaizen
program to streamline much of its
administrative work in the next three
to five years.
In order to implement the changes,
Director of Planning and
Development Scott Tousaw
recommended placing $300,000 in
reserves for the program's
development in the coming years.
"`Kaizen' is a Japanese word
meaning `change for the good' and is
an industry term for continuous
improvement and lean processes,"
said Tousaw in his report, presented
to council at its Jan. 18 committee of
the whole meeting. "Kaizen efforts
reduce waste, duplication and
complaints and enhance efficiency,
productivity and satisfaction."
The system, Tousaw said, will be
efficient and paperless, involving
numerous stages of the process, such
as business functions like payroll
and accounts payable, while another
is for approval processes and
document storage.
In his presentation to council,
Tousaw said that many county
departments had been utilizing
computers essentially as a
replacement for paper, while these
programs could be used to do jobs
more efficiently and replace physical
work hours.
"To maximize the efficiencies
possible with process automation,
more work is required to optimize
the business functionality," Tousaw
stated in his report. "Data must be
relevant, accurate and properly
structured in order to serve the needs
within departments and across the
organization."
Tousaw said that many of the
needed systems are already in place
at the county and annual licences are
all that are needed to keep the
system running. Employees,
however, just need to get more use
out of the systems going forward,
which is why a five-year schedule
framework is necessary.
In his report, Tousaw told
councillors that $60,000 would be
required for implementation in 2017.
The funds would be used to obtain
the software to conduct and
implement a business systems
optimization assessment, as well as
configuring the systems modules to
integrate data and processes.
As part of the engagement with
Diamond (DGP Software) will
provide consulting, best practice
solutions and customized interface
screens suitable to the county's
needs and based on end-user
agreements.

new earth for those who belong to
Him.
Peter went on to explain that in
order for us to receive that future
hope of restoration, we must first
trust in Jesus now to take away our
own personal sin. He died on the
cross to take the judgment that our
sin has brought upon us. Jesus, the
righteous and sinless man, the Son
of God, died a sinner's death as a
substitute in our place. He offers
forgiveness and pardon to all who
will receive His offer of salvation by
faith.
Peter concludes by connecting the
physical healing to the greater
miracle of a spiritual healing that
Jesus promises to all who will
believe in Him. Because, while this
man was healed of his lameness, that
healing was temporary. Where is the
man today? Obviously he died at
some point. If the healing of his
body were his only gift, we would
conclude that was a poor gift. But
not only did that man experience a
temporary healing of his body, he
experienced the far greater miracle
of his soul being healed; rescued
from his sin.
That miracle is not just for a few
people, nor is it an unusual
occurrence, but that greater
miracle is for anyone who would
call on the name of the Lord Jesus
Christ.
The Bible goes on to say: "By the
name of Jesus Christ the Nazarene,
whom you crucified, whom God
raised from the dead - by this name
this man stands here before you in
good health... And there is salvation
in no one else; for there is no other
name under heaven that has been
given among men by which we must
be saved" (Acts 4:10-11).
