Nearly 60 descendants of William and Hazel VanCamp came together on Sunday, July 8 at the Belgrave Community Centre for a summer reunion. Kay Harris, Walkerton and her daughters Sandra Standish, Woodstock and Tanya Merkley, Kitchener were in charge of the planning and updating of family contacts. A lively mixed game and candy guessing were held indoors. Outdoors water balloons and other contests were held. Glen VanCamp was honoured as the oldest person present and happy birthday was sung for his 90th birthday. Glen offered a blessing and a potluck meal was enjoyed by all. Dam rehabilitation could cost $1OM By Denny Scott The Citizen North Huron Council has asked Director of Public Works Sean McGhee to investigate what the Save the Howson Dam and Pond Committee will bring to the table financially to maintain the presence of a dam in Wingham. On Monday evening, council debated the issue at length, with many councillors saying that a potential expenditure of $10 million (when funded through a 30 -year loan) was not something taxpayers should have to fund through their property taxes. The estimates are based on preliminary studies and could result in prices as much as 30 per cent lower to 50 per cent higher. As McGhee pointed out in his report, the structure is not an area - rated feature, meaning whatever decision council makes, every ratepayer in North Huron will feel the ramifications through their property taxes. McGhee had asked council to approve a $22,000 testing program to determine the state of the concrete of the dam in various locations, which could help narrow down the decision council has to make. According to McGhee, the report produced by KGS Group Inc. showed three different options: removal or naturalization of the dam, rehabilitation of the structure or replacement. The study might eliminate rehabilitation, however, as was later revealed, a study from 1983/1984 may have already made that determination. The study indicated that the concrete in the dam at various locations had "zero strength" according to McGhee. That information was enough for some councillors to eliminate the rehabilitation option and look at either replacement or removal. Councillor Yolanda Ritsema- Teeninga and Deputy -Reeve James Campbell both said they wanted the cost of the dam's replacement to be borne by the committee, as it couldn't be put on the general tax base. In a supporting document produced by McGhee and Director of Finance Donna White, it was revealed that replacing the dam could add more than $150,000 per year to the budget for the next 30 years. While Campbell said he wanted all funds contributed by the committee in place before any work began, Ritsema-Teeninga, in an interview after the meeting with The Citizen, confirmed that she felt the entire cost of the dam should be paid for by the group. She said such an expense was too much to put on the ratepayers of the municipality. For more in-depth coverage of the report and discussion, look to next week's edition of The Citizen.
