Huron -Kinloss Council
General
Committee
Meeting June 16, 2014
Valerie Gillies
Editor/Lucknow Sentinel
Community Foundation Grey
Bruce
Roberta Brignell and Aly
Boltman gave a presenta-
tion of "Smart & Caring
Community Education
Fund", their Education
Initiative.
There are grants available
with applications on the
CFGB website. There will be
new capital funding as
grants beginning June 2015.
It has been noted that
CFGB does not get a lot of
funding requests from this
area and believes it may be
because there are no CFGB
ambassadors for Huron -
Kinloss. Brignell requested
to set up an informational
display at the Municipal
office in the short term until
an ambassador can be
found.
Community Foundations
of Canada wants to have
foundations in each com-
munity by 2017. There are
now 192 in Canada.
CFGB has identified an
issue in this area. Scholarship
funds are needed to help not
only students going on to
higher education, but also
those entering apprentice -
hips and workplace learning.
CFGB would like to part-
ner with each community in
Grey Bruce for Sesquicen-
tennial Project.
In the discussion that fol-
lowed, Council was advised
that there may be a way to
help with funding pro-
grams such as the one in
Bervie for youth at risk to
learn a trade. It would
require a charity or non-
profit group to create an
offshoot program. CFGB
would need to sit down
with the people running
the program to get more
details.
Council endorsed the
Smart & Caring Community
Fund for Education for stu-
dents in Grey Bruce as a
Sesquicentennial Project
through CFGB.
Saugeen Mobility and
Regional Transit
Roger Cook spoke of the
current challenges facing
the specialized public tran-
sit partnership serving the
mentally and physically
challenged residents of
Huron -Kinloss. He gave sta-
tistics showing that rider-
ship has been unsteady over
time, but is showing signs of
increase in 2014. Fuel fees
are a big concern. There is a
75% cap for funding under
MTO. Cook is looking for
ways to remove that cap for
those serving less ridership
density areas in Ontario
compared to urban trans-
portation systems. He
believes that if the munici-
pal partners contribute a
higher ratio that he can get
more funding from the
province. Cook went on to
say that financial con-
straints is a challenge to
expand services to also
serve those who are finan-
cially challenged and even-
tually working up to being
open to all residents in Grey
and Bruce Counties.
Emerald Ash Borer
Emerald Ash Borer has
been confirmed in Ripley in
3 trees on private property. It
is recommended that they
be cut down before they are
completely dead as it is less
dangerous. There are also
some infected trees at the
lakeshore in the Point Clarke
area. There are no trees that
are identified as significant
enough to save. SVCA needs
to inventory the ash trees on
municipal property. Identi-
fying their location is most
important to estimate the
potential budget to deal with
the problem.
If residents are unsure if
they have an ash tree or a
problem with ash trees they
should consult a pro. There
is some information on the
SVCA website to identify ash
trees and signs of infection.
Lighthouse Park Surfacing
Council will make a reso-
lution to replace the surface
at the playground with
another rubber surface.
Replacement cost will be
kept down by hiring excava-
tion locally.
Dog -Bite Victim Speaks to Council
QM! Agency
Huron -Kinloss council will
take a look at dog control
rules and how they are being
enforced in the municipality
after hearing from a dog -bite
victim on June 16.
A 72 -year-old Ripley
woman and her family told
council about the incident.
Council heard the woman
was walking her bichon frise
in Ripley on June 2 when she
encountered two german
shepherds, which were joined
by two other dogs.
She was able to pick up her
dog, but one of the German
shepherds bit her on the arm
and caused her to fall to the
sidewalk and hurt herself.
The owner of the larger
dog was able to stop the
incident before the remain-
ing dogs could attack the
small dog, which the
woman had dropped.
The bite was reported to the
Grey Bruce Health Unit by the
woman's family, who were told
the dog would be quarantined
for 10 days. But council was told
the dog was back in Ripley, not
under quarantine and allowed
to be loose, within three days.
The woman's family is
concerned that the dogs are
37777 Amberley Rd., Lucknow www.morrisonberries.com
two doors from the victim's
home and near a daycare
centre.
The owners of the German
shepherd were at the council
meeting, but were not
allowed to speak.
Some members of council
called for the dog to be put
down.
