Arran-Elderslie, Huron -Kinloss reject Kincardine natural gas proposal

Huron -Kinloss and Arran-Elderslie councils rejected a request
from Kincardine council to expand the tri -municipal board of
directors currently investigating a plan to deliver natural gas to the
area.
Kincardine council passed a motion from Councillor Mike Leg-
gett calling for the tri -municipal board to add two more Kincar-
dine council representatives, one more each from Huron -Kinloss
and Arran-Elderslie, and a representative from the Penetagore
Regional Economic Development Corporation.
The board is currently made up of the three mayors.
Councillor Leggett has been publicly critical of the amount of
information reaching the public about the natural gas proposal.
"We have three mayors putting this together and I don't think
there is enough information getting to us or to the public;' Leggett
said in a phone interview before his motion was passed.
But Huron -Kinloss and Arran-Elderslie councils rejected the
proposal at their Jan. 13 meetings.
"[Huron -Kinloss] council just felt that they didn't want to go
away from the process they had already approved," Huron -Kin-
loss Mayor Mitch Twolan said in a phone interview. "They are
comfortable with me continuing on in the process:'
Twolan said the councils will have the opportunity to expand
the board of directors in future phases of the process.
"When we get the [energy or municipal services corporation]
board structured, basically [Kincardine council's] request will take
care of itself;' Arran-Elderslie Mayor Paul Eagleson said in a phone
interview. "Until we get that far, we are prepared to leave it the way
itis."
Kincardine council was informed at its Jan. 15 meeting that the
partner councils had rejected expanding the tri -municipal
board.
Mayor Larry Kraemer told council he and Chief Administrative
Officer Murray Clarke attended the meetings where the proposal
was discussed.

"My sense is they think it would slow
things down during this first phase and is
unnecessary," Kraemer said.
Councillor Mike Leggett questioned the
other councils power to reject the motion.
"I would say that Huron -Kinloss and
Arran-Elderslie have decided to have one
member on the committee," Leggett said.
"That is fine. They are only having one
member instead of two but our council is
going to have more'
Deputy mayor Ann Eadie said she
wanted other members on the board if it is
moving forward.
"ft is too large a project and we have
alreadyvoted for that," Eadie said.
Mayor Kraemer said council had already
authorized and given direction to the con-
sultants to start their work.
"Basically this thing is on autopilot until
they complete their report," Kraemer said.

Clarke reminded council how the first
phase of the project was proposed and
which all three councils have supported
moving ahead with.
Consultant Mark Rodger of Borden Lad-
ner Gervais will draft a term agreement -
what Mayor Larry Kraemer calls a "pre-
nup" - to define the relationship between
the three municipalities; investigate
whether an energy corporation or munici-
pal services corporation is most suitable,
and how it will be governed; analyze the
fiscal and technical aspects of different
options to deliver the natural gas; and
finally to present a business case for the
preferred option once it is chosen.
"Each of those steps has an off -ramp or
a go, no-go choice so council will be
involved in any decision-maldng," Clarke
said. "But the work that is happening now
doesn't require guidance or leadership
because that has already been given':
If the project advances through each of
those steps, the board of directors would
then have to be broadened to engage
stakeholders and the community, Clarke
said.
Councillor Candy Hewitt said she didn't
see the harm in expanding the member-
ship since "the mayors are not making any
decisions anyway:'
Deputy mayor Eadie said council should
follow the motion passed.
Councillor Jacqueline Faubert said it
was "important to start developing corpo-
rate memory" by involving more members
on the board.
"If you want a committee in name but
without much to do, go for it," said Mayor
Kraemer.
Clerk Donna MacDougall said she
believed council "would need to have the
permission of Arran-Elderslie and Huron -
Kinloss" to increase the size of the in -mu-
nicipal board.
"With all due respect, I disagree," said
Leggett "I would say if Huron -Kinloss and
Arran-Elderslie have agreed to have only
one member, then they have agreed they
only want one member. This council
agreed they wanted more members:'
Mayor Kraemer and CAO Clarke sug-
gested council propose an expanded
membership or committee when the con-
sultants present the term agreement,
which could happen as early as next
month.
"We would be better to do this by agree-
ment with our partners;' said Kraemer.
Councillor Maureen Couture suggested
the municipality set up a website so resi-
dents can follow the project and learn
more.
Councillor Randy Roppel suggested the
information presented to council in closed
session by the consultants be made public
so people could get a clearer view of what
is involved and how much it would cost.
Figures presented at public meetings
held in November show residents would
pay $962 on average in annual energy costs
with natural gas, compared to $2,754 for
propane, $2,690 for oil, and $2,484 for
electricity.
The project could see natural gas flow-
ing into Kincardine, Huron -Kinloss and
Arran-Elderslie by as early as 2018.
